On June 10, 2022, DILG Nueva Ecija welcomes its new Provincial Director, Atty. Ofelio A. Tactac, Jr., CESO V.

The ceremonial activity was led by Office Caretaker, LGOO VII Ariel G. Espinosa (Cluster II Team Leader), LGOO VII Danilo C. Rillera (Cluster I Team Leader), LGOO VI Alfa Krista C. Reyes (Program Manager) and started by briefly introducing the provincial staffs and field officers of the DILG Nueva Ecija to the incoming Provincial Director
(PD).

Thereafter, LGOO VII Espinosa formally handed over the important DILG NE documents and the symbolic key of responsibility to PD Tactac.

In his acceptance message, PD Tactac shares his early journey in the Department. He also expressed his appreciation to everyone and urged all the personnel of DILG Nueva Ecija for their full cooperation and support towards a new beginning. 

The turnover ceremony was attended by the City/Municipal Local Government Operations Officers and Provincial Office staff. Accompanying PD Tactac, on the other hand, was LGOO VII Dennis A. Daquiz (Cluster Team Leader) and DILG Aurora personnel.

The Nueva Ecija POC Provincial Assessment Team (PAT) chaired by DILG Nueva Ecija together with the Provincial Government of Nueva Ecija (PGNE), the Philippine Drug Enforcement Agency (PDEA) Nueva Ecija and the Nueva Ecija Police Provincial Office (NEPPO) convened to conduct table assessment of 5 City Peace and Order Councils (CPOCs) and 27 Municipal Peace and Order Councils (MPOCs) on May 12, 2022 at the DILG Nueva Ecija Provincial Office.

DILG Nueva Ecija, headed by the late Dir. Renato G. Bernardino, was represented by LGOO V Vivorey S. Lapitan. On one hand, PGNE was represented by Mr. Rodelio B. Lugod. On the other hand, PDEA Nueva Ecija was represented by IAIII Jenlyn Abejuela. Lastly, NEPPO was represented by PLTCOL Julius Caesar Manucdoc, PCPL Joanna Marie Tawatao, and PCPL Jefferson Pascual.

To start, LGOO V Lapitan discussed the POC indicators. He then presented the pre-assessed scores of the CPOCs and MPOCs per indicator and asked for the concurrence of the PAT. Upon the approval of the body, the PAT proceeded to discuss and give inputs on the pillars of the POC before adjourning the activity. 

The POC audit was conducted to foster a stronger collaboration between the LGU, the law enforcement agencies, and the community in the fight against criminality, illegal drugs, insurgency, and violent extremism towards the creation of an enabling environment where peace and order and public safety activities are implemented effectively.

To implement DILG Memorandum Circular 2022-034 entitled “2021 Anti-Drug Abuse Council (ADAC) Performance Audit”, the Nueva Ecija ADAC Provincial Audit Team (APT) convened to assess the performance of 5 CADACs and 27 MADACs in the province on May 11, 2022 at the DILG Nueva Ecija Provincial Office.

DILG Nueva Ecija, formerly headed by the late Dir. Renato G. Bernardino, was represented by LGOO VII and Office Caretaker Ariel G. Espinosa. On the other hand, Nueva Ecija Police Provincial Office (NEPPO), headed by Acting Provincial Director PCol. Jess B. Mendez, was represented by PLTCol. Norman Cacho. PDEA Nueva Ecija was represented by Ms. Gillian Gee C. Mission, RSW. Lastly, AKO ang Saklay, headed by Rev. Fr. Arnold Abelardo, was represented by Ms. Loren Angelic Odulio. LGOO V Vivorey S. Lapitan and LGOO II Ma. Christina P. Casares, DILG Nueva Ecija ADAC Focal Persons, assisted the APT in the audit.

LGOO VII Espinosa acknowledged the presence of the APT. Subsequently, LGOO V Lapitan presented the functionality audit criteria for CADACs and MADACs.

Afterwards, the APT with the assistance of LGOO II Casares commenced the assessment and validation of the submitted means of verification (MOVs) of CADACs/MADACs in the ADAC-FMS. With the approval of the APT, all MOVs and corresponding points of LGUs were encoded and submitted to the ADAC Regional Audit Team for their perusal.

The ADAC Performance Audit aims to: (1) assess the functionality and effectiveness of local ADACs based on existing issuances and policies; (2) determine ADAC-initiated and/or ADAC-endorsed innovations, and best practices at all levels; and performing ADACS.
