The Department of the Interior and Local Government (DILG) Angeles City conducted a briefing on Barangay Full Disclosure Policy (FDP) and Environmental Compliance Audit (ECA) on August 13, 2014 at the Liga ng Mga Barangay Bldg., Angeles City. This activity was aimed to orient the Barangay Secretaries and Barangay Treasurers of the city on Barangay Full Disclosure Policy Program and Environmental Compliance Audit policies.
OIC-City Director Remedios M. Rodriguez emphasized that FDP is in line with the Administration’s call for honest, transparent and responsive governance. She also mentioned that FDP reports should be posted in 3 conspicuous places so that the constituents may have knowledge on where the budget of the barangay is being utilized. She also discussed the process on how to accomplish the forms as prescribed in DILG Memorandum Circular No. 2014-81.
On the other hand, LGOO V Luz Madlangbayan presented the Environmental Compliance Audit (ECA). She stated that ECA is a means to assess the compliance of local government units on basic environmental laws particularly on RA 9003 or the Ecological Solid Waste Management Act of 2000. She said that it also ensures that environmental issues and concerns are being acted upon by the city and barangay officials.
Highlight of the activity was the awarding of Certificates of Recognition by DILG Angeles City to barangays with exemplary performance particularly on their timely submission of reports for the First Semester of CY 2014.
In closing, OIC-CD Remedios Rodriguez thanked the participants for their active participation and cooperation in the implementation of DILG programs in respective barangay.
