LGSF Utilization Status

 

DILG Nueva Ecija conducted a two-day Assessment for the Functionality of LCAT-VAWC CY 2019 and 2020 in the Province of Nueva Ecija on October 19-20, 2021 via Zoom Meetings Application.

It was carried out in accordance to the Department’s Memorandum Circular No. 2020-006 regarding “Guidelines in Monitoring the Functionality Assessment of Local Committees on Anti-Trafficking and Violence Againts Women and Children (LCAT-VAWC).

The initial run of the LCAT-VAWC functionality assessment was deferred in 2020 due to the declaration of State of Public Health Emergency and in view of the country’s shift to a more relaxed community quarantine measures, it is deemed necessary to resume the said assessment.

The audit was covered the performance in CY 2019 and 2020 and assessed based on four (4) indicators: 1. Organization, 2. Meeting, 3. Policies, 4. Accomplishments. The activity is aimed to assess the City/Municipal Committee on Anti-Trafficking and Violence Against Women and their Children (C/MCAT-VAWC) based on the documents presented using LCAT-VAWC Form No. 1 and discuss with the LCE the outcome of the assessment and provide recommended actions to address issues concerning the functionality of C/MCAT-VAWC.

The activity was participated by the Provincial Inter-Agency Monitoring Team representatives chaired by LGOO VI Alfa Krista C. Reyes, together with the representatives from the Nueva Ecija Provincial Social Welfare and Development Office, Nueva Ecija Provincial Police Office, and KALIPI - Civil Society Organization. Also present in the virtual activity were LGOO VII Danilo C. Rillera, Cluster I Team Leader, LGOO VII Ariel G. Espinosa, Cluster II Team Leader, LGOO II Maria Gabriela Isabel C. Bernardez, LCAT-VAWC Provincial Focal Person and ADA IV Millicent Kaye I. Velasquez, AFP.

In view of the Regional Memorandum dated August 6, 2021 regarding Human Resource Program to be conducted in order to give priority to the employee's health and welfare, the DILG Nueva Ecija, headed by Provincial Director Renato G. Bernardino, conducted a Tree Planting cum Team Building Activity last October 27, 2021.

All Provincial and Field Office personnel were encouraged to join the said activity with an aim to contribute to the Pantabangan Local Government Unit’s efforts to protect and nurture its environment. A total of 100 pine trees were planted in the LGU’s Reforestation Area located in KM 7, Brgy. Malbang, Pantabangan.

After planting trees, the personnel gathered for the team building activity wherein the Provincial Office staff prepared some physically-distanced games that brought out the team player in everyone.

The Department understands that working in the middle of pandemic could be taking a toll on everyone’s mental and physical health. The Human Resource Program served as a great opportunity for the personnel to renew their strength and at the same time strengthen camaraderie among others.

 

Naglunsad ng oryentasyon ang Panlalawigang Tanggapan ng DILG Nueva Ecija sa pitong raan at pitumpu’t limang (775) barangay na kabilang sa Manila Bay Area noong ika-27 ng Setyembre 2021 patungkol sa isasagawang 2021 Barangay Environmental Compliance Audit (BECA).

Inilahad sa naturang oryentasyon ang mga nilalaman ng 1987 Philippine Constitution, Republic Act No. 9003 at Supreme Court Mandamus Decision na pawang mga legal na mga basehan sa pagpapatupad ng 2021 BECA. Inisa-isa rin ang mga pamantayan upang matasa ang naging antas ng pagsunod ng mga barangay noong nakaraang taon.

Isang barangay sa bawat bayan at lungsod, maliban sa Nampicuan at Cuyapo, ang hihirangin na City/ Municipal Best Performing Barangays na sila namang ilalahok sa Panlalawigang Pagtatasa. Ang pinakamahusay na barangay sa lalawigan na idedeklarang Provincial Best Performing Barangay ay magiging kandidato naman para sa Regional Best Performing Barangay.

Ang naturang aktibidad ay nilahukan ng mga Barangay Officials sa buong lalawigan na pinangunahan ng kani-kanilang Punong Barangay sa ilalim ng gabay ng mga Opisyal na Tagapagkilos ng Pamahalaang Lokal.

Ang mga kawani ng DILG Nueva Ecija na nag-orient sa mga kalahok ay binubuo nina LGOO III Vivorey S. Lapitan, LGOO II Ma. Christina P. Casares at ADAS II Lyka P. Dimalanta. Sina LGOO III Leovielyn H. Aduna at LGOO III Vivorey S. Lapitan ang nag-host sa programa.

Si LGOO II Ma. Christina P. Casares ang tumalakay ng Regional Memorandum Circular No-009 Guideliness in the implementation of the Barangay Environmental Compliance Audit (BECA) within tha Manila Bay Watershed. Si LGOO III Vivorey S. Lapitan naman ang tumalakay ng Barangay Environmental Compliance Audit (BECA) Seven Indicators. Sa huling bahagi ng programa, tinalakay ni ADAS II Lyka P. Dimalanta ang Data Capture Form (DCF), Order and format for BECA Submission at BECA Timeline.

Ang lahat ng mga katanungan at concerns ng mga kalahok ay maayos na nasagot ng mga Manila Bay Focal Persons.

 

DILG Nueva Ecija warmly welcomed the new DILG Region III Director Karl Caesar R. Rimando, CESO III. The interfacing activity coincides with the conduct of the Provincial Orientation on the Local Government Unit Compliance Assessment Tool at the Mavins Event Center, San Leonardo, Nueva Ecija on October 21, 2021.

ADAS II Lyka P. Dimalanta discussed the Recalibrated Assessment Indicators of the 2021 LGU Compliance Assessment under Manila Bay Clean-up, Rehabilitation, and Preservation Program. On the other hand, Program Manager Alfa Krista C. Reyes presented and highlighted the status of submission of Barangay Devolution Transition Plans (BDTPs) and other reports. She also gave updates and announcements for the DILG upcoming activities.

Meanwhile, RD Karl Rimando along with Assistant Regional Director Jay Timbreza, Provincial Director Renato G. Bernardino, Cluster Team Leader I Danilo C. Rillera, and Cluster Team Leader II Ariel G. Espinosa, paid first a courtesy visit to Nueva Ecija's 4th District Representative Hon. Maricel G. Natividad-Nagaño and San Leonardo Mayor Hon. Frolian A. Nagaño to appreciate their leadership in the town.

Thereafter, PM Reyes, CTL Rillera, and CTL Espinosa introduced the DILG Provincial Office and Field personnel to the new Regional Director.

 "Alone we can do little, together we can do more."  RD Rimando shared these words during his interface with the DILG Nueva Ecija personnel. In his message, he emphasized the value of teamwork and adhering to innovations being the key to success and development. He also shared his stints and experiences as the former Regional Director and NBOO Director.

 

 

Alinsunod sa resolusyong inilabas ng Council of Good Local Governance, ang pagpapatupad ng 2021 Seal of Good Local Governance: Pagkilala sa sa Katapatan at Kahusayan ng Pamahalaang Lokal ay tuluyan nang sinuspinde bunsod pa rin ng pandemyang kinakaharap ng bansa.

Gayunpaman, ang Kagawaran ng Interyor at Pamahalaang Lokal ay hindi tumitigil sa paghahasa ng mekanismo sa pagpapatupad ng SGLG bilang paghahanda sa pagpapatuloy ng implementasyon nito sa susunod na taon. Kung kaya’t sa kabila ng pagsuspinde nito, ang Kagawaran ay magsasagawa ng 2021 LGPMS-SGLG Field Testing sa pilîng mga lokal na pamahalaan.

Malugod naming tinanggap ng Lungsod ng San Jose at mga Bayan ng Cabiao at Santa Rosa ang pagkakapili nila upang lumahok at sumailalim sa naturang Field Testing. Bukod sa makatutulong sila sa paghahasa ng mekanismo ng pagpapatupad ng naturang programa, sila ay mapapabilang sa Pilot LGUs na makararanas na matasa gamit ang Sampung (10) Governance Areas sa unang pagkakataon.

Bilang paghahanda rito, ang DILG Nueva Ecija, sa pamamagitan ng kanilang SGLG Focal Team sa pangunguna ni LGOO VI Alfa Krista C. Reyes, ay nagsagawa ng paunang pagpupulong sa mga Opisyal na Tagapagpakilos ng Pamahalaang Lokal at mga kawani ng tatlong Pilot LGUs ng lalawigan sa pamamagitan ng Zoom Meeting Application noong ika-24 ng Agosto, 2021, sa ganap na ika-isa ng hapon.

Layunin ng pagpupulong na ito na mailahad sa tatlong Pilot LGUs ang inilabas na Patnubay ng Kagawaran ukol sa pagpapatupad ng sinasabing Field Testing. Gayundin, ginamit ng DILG NE SGLG Focal Team ang pagkakataong ito upang muling ma-ipresenta sa mga kalahok ang mga pamantayan o batayan upang mahirang ang isang lokal na pamahalaan bilang SGLG Awardee.

Naging interaktibo ang naturang paunang pagpupulong at nabigyang linaw ang ilang agam-agam ng mga kalahok ukol sa mga dokumento at larawang kailangan nilang maisumite sa takdang panahon.

Samantala, nakatakda namang magsagawa ng ‘Panrehiyong Oryentasyon Ukol sa Pagpapatupad ng 2021 LGPMS-SGLG Field Testing’ ang Kagawaran sa katapusan ng buwan ng Agosto 2021 para sa lahat ng lokal na pamahalaan at mga Opisyal na Tagapagpakilos ng Pamahalaang Lokal ng Gitnang Luzon.
