Aiming to enhance the COVID-19 contact tracing work, the DILG Nueva Ecija conducted an activity entitled Enhancing COVID-19 Contact Tracing Work: Advance Guide for Local Government and Contact Tracers participated in by Contact Tracers on July 23, 2021 through Zoom Application.
Regional Epidemiologist Ms. Rosanna S. Rosell, RN, PHSAE, MCDRM, of the Department of Health Region 03 discussed on the Development of COVID-19 situation focusinf on COVID responses and updates on new variants. On the other hand, Hon. Benjamin B. Magalong, Mayor, Baguio City shared the LGU Practice: Baguio City Contact Tracing System which served as a model in contact tracing worthy to be emulated by other LGUs.
PLtCol Armelina S. Manalo, PNP-CIDG, discussed topics on Cognitive Interviewing which is significant skills a contact tracers must have to effectively perform the tasks in interviewing.
Contact tracing simulation exercises applying cognitive interviewing participated in by volunteer contact tracers were done after the discussion.
The activity was attended by 120 LGU contact tracers, DILG-hired contact tracers and other barangay officials involved in contact tracing works.
Alinsunod sa isinagawang Pangrehiyong Oryentasyon sa Paggawa ng LGU Devolution Transition Plans noong ika-11 hanggang ika-13 ng Agosto 2021, nagsagawa ang tanggapan ng DILG Nueva Ecija ng Panlalawigang Oryentasyon sa Paggawa ng LGU Devolution Transition Plans noong ika-18 hanggang ika-20 ng Agosto 2021 sa pamamagitan ng Zoom video teleconferencing application. Ang oryentasyon para sa pamahalaang panlalawigan ay isinagawa noong ika-18 ng Agosto. Ang oryentasyon naman para sa Cluster I o sa mga pamahalaang panlungsod/pambayan ng una at ikaapat na distrito ng lalawigan ay isinagawa noong ika-19 ng Agosto. Nagtapos ang oryentasyon sa Cluster II o sa mga pamahalaang panlungsod/pambayan ng ikalawa at ikatlong distrito noong ika-20 ng Agosto.
Ito ay nilahukan ng mga kasapi ng Devolution Transition Committee ng pamahalaang panlalawigan at ng mga pamahalaang panlungsod at pambayan na pinangunahan ng kani-kanilang punong ehekutibo at lehislatibo.
Ang mga kawani ng DILG Nueva Ecija na nagsanay sa mga kalahok ay binubuo nila Cluster I Team Leader Danilo C. Rillera, Cluster II Team Leader Ariel G. Espinosa, Program Manager Alfa Krista C. Reyes,LGOO V Kimberly B. Ruiz, LGOO V Anna Marie P. Batad, LGOO III Vivorey S. Lapitan at LGOO III Leovielyn H. Aduna. Sina LGOO III Donnabel E. Estipular at LGOO II Kristian Rob D. Santiago ang nag-host sa programa. Umalalay din si LGOO III Philip Nathan B. Moral na syang nag-moderate sa open forum.
Si CTL Rillera ang tumalakay sa Alignment of National-Local Plans and Investment Programs within the Context of EO No. 138 at Annex F: Phasing of Full Assumption ng LGU Devolution Transition Plans. Sa kabilang banda, si CTL Espinosa ang naglahad sa Supreme Court Ruling and EO No. 138: An Overview at sa Annex J: Local Revenue Forecast and Resource Mobilization. Si Program Manager Reyes naman ang tumalakay sa Guidelines on the Preparation of Devolution Transition Plans of LGUs at Annex H: Organizational Structure and Staffing Patterns at Annex I: Proposed Additional Staffing.
Sa pagpapatuloy, si LGOO V Ruiz ang tumalakay sa Annex E: State of Devolved Functions, Services, and Facilities. Si LGOO V Batad naman ang naglahad sa Annex G: Capacity Development Agenda for DTPs habang si LGOO III Lapitan ang tumalakay sa Annex K: Performance Target for Devolved Functions. Sa huling bahagi ng programa, si LGOO III Aduna ang nanguna sa Ways Forward and Action Planning ng mga LGUs sa pagsasagawa ng kanilang Devolution Transition Plans.
Mahalaga sa mga lokal na pamahalaan ang paggawa ng Devolution Transition Plan dahil ito ang magsisilbing roadmap nila sa pag-ako ng mga responsibilidad na kaakibat ng full devolution bunga ng karagdagang pondo na magsisimula sa susunod na taon.
