Candelaria, Zambales, October 24, 2024 — The Department of the Interior and Local Government (DILG), through the efforts of Municipal Local Government Operations Officer (MLGOO) Mr. Dan A. Esteban, facilitated the Comprehensive Barangay Juvenile Intervention Program (CBJIP) Workshop at the Mayor's Office, Municipal Hall, Poblacion, Candelaria, Zambales. This initiative is in line with the DILG's commitment to strengthening local governance in support of children's welfare, as mandated by Republic Act (RA) 9344 and further reinforced by DILG Memorandum Circular 2016-68.

The workshop was organized in coordination with the Municipal Council for the Protection of Children (MCPC) of Candelaria, chaired by Mayor Byron Jones E. Edquilang, and attended by 16 barangay secretaries and Violence Against Children (VAC) Desk Officers from the municipality. This capacity-building activity also forms part of the preparations for the upcoming 13th Juvenile Justice and Welfare Council (JJWC) Week, celebrated annually during the fourth week of November.

The CBJIP is a comprehensive intervention package designed to promote the physical and social well-being of children, prevent juvenile delinquency, and minimize cases of reoffending among youth. Aligned with DILG guidelines, the workshop focused on enhancing the capacities of Barangay Councils for the Protection of Children (BCPCs) by integrating Results-Based Management and the Theory of Change framework.

MLGOO Esteban, in his message, highlighted the critical role that proper planning plays in delivering effective interventions for the youth. "Proper planning is key to addressing the root causes of juvenile delinquency and ensuring the well-being of the entire community," he said. "By creating well-structured intervention programs, we are not only improving the welfare of children but also helping to eliminate cases of juvenile delinquency and reoffending among young offenders. The success of these programs depends on our collective commitment to preparing and implementing strategies that respond to the needs of our youth."

As the 13th JJWC Week approaches, the DILG, in close collaboration with the Candelaria MCPC, will continue to provide support to the BCPCs. This partnership will ensure the successful completion of their CBJIPs and further strengthen Candelaria’s efforts to uphold the well-being of its youth.
