                 AN AUDIO VIDEO PRESENTATION    

San Rafael, San Marcelino successfully spearheaded the back-to-back conduct of Barangay Kalinisan Day (BarKaDa) and Barangay Assembly last October 12, 2024, as they were chosen as the Regional and Provincial Showcase for these activities, respectively.

Present during the activities were Hon. Maureen E. Arquero, Punong Barangay and Liga ng mga Barangay (LNB) President, Barangay Council and staff, LGOO VII Melissa D. Nipal, Cluster Team Leader of DILG Zambales, LGOO VI Rose Ann D. Agostosa, MLGOO of San Marcelino, all DILG Zambales Provincial Office Personnel, representatives from Bureau of Fire Protection, Philippine National Police and various local government offices, as well as several volunteer groups and individuals.

“[Cleanliness] should be a way of life. Ang paglilinis [ay] hindi lamang sa loob ng bakuran, hindi lamang sa labas ng tarangkahan, kung hindi po sa buong barangay… Hindi magiging successful ang National Government kung hindi po sinusuportahan ang mga programa na ‘yan ng lahat ng nasa barangay”, LGOO VII/CTL Nipal said. She emphasized the importance of teamwork and support from the barangay for the success of National Government’s initiatives.

Punong Barangay Maureen E. Arquero expressed her gratitude to everyone who attended the activity and highlighted the achievements and programs that are consistently implemented in the barangay. In her speech, she proudly announced Brgy. San Rafael being 2nd in the Lupong Tagapamayapa Incentive Awards (LTIA) and received recognition from the DILG Zambales Provincial Office for effectively implementing R.A. 9003 (Ecological Solid Waste Management Act of 2000).

These activities of the DILG demonstrate that successful implementation of the programs can be achieved with the support and active participation of the citizens of the barangay.

BarKaDa is part of the “Kalinga at Inisyatiba para sa Malinis na Bayan (KALINISAN) Program” which aims to conduct weekly clean-up activities in the barangay to maintain a clean and healthy environment. Meanwhile, Barangay Assembly, as mandated by Section 397 of the Local Government Code, requires all barangays in the Philippines to hold an assembly at least twice a year to report to constituents and promote transparent governance.
