The Department of the Interior and Local Government Regional Office III Director Florida Dijan and Pampanga Director Myrvi Apostol-Fabia graced the groundbreaking ceremony for the construction of Local Center for Women in the Government Center grounds of San Simon on March 28, 2016.
The 3Million-peso building is funded under the Performance Challenge Fund which is an incentive granted by the Department as financial subsidy to local government units who passed the Seal of Good Local Governance.
According to RD Dijan, the Seal proves the efficiency and excellence of the Municipality of San Simon in delivering basic service to its constituents, this time, for the women and children sector through the local center.
“It is through the DILG that the LGUs [local government units] be stipulated with a set of governance standards, measure their performance, and incentivize the compliant LGUs through granting of financial subsidy,” she said explaining the grant of PCF to the town.
“Ang pagpapahalaga sa karapatan ng Juana ay pagpapahalaga sa buong pamilya,” RD Dijan stressing that the construction of the center for women does not only concern with the ladies but also with the entire welfare of the family as the basic unit of society.
San Simon Mayor Leonora Wong said that the center for women shall embody the voice of the women’s welfare, providing a “place” for the abused and discriminated women in the community.
“Sa pamamagitan ng pagtatayo nitong Center for Women, maririnig na, marerepresent na ang tinig natin kababaihan. Syempre ang lahat ng ito ay may pagpapahalaga rin sa lahat ng mga Juan na nagmamahal sa aming mga Juana,” Mayor Wong said acknowledging all the “juans” present to witness the momentous event.
The groundbreaking was ended with the ceremonial burying of the time capsule at the site where the building shall be constructed.
