In a bid to enhance grassroots governance and service delivery, the Department of the Interior and Local Government (DILG) Bataan, under the leadership of Provincial Director Belina T. Herman, CESO V, conducted a Monitoring and Evaluation Workshop for the Retooled Community Support Program (RCSP) Implementation on December 18, 2024..
The activity was held at the Board Room, 7th Floor, Bunker, Capitol Compound, City of Balanga, Bataan. Key officials, including the Punong Barangays and Barangay Secretaries of Brgy. San Antonio, Bagac; Brgys. Pandatung and Sumalo, Hermosa; and Brgy. Binaritan, Morong, participated in the workshop.
Designed to enhance their capacities, the session focused on evaluating and monitoring RCSP projects to ensure its effective implementation within the said barangays. In her opening message, PD Belina Herman emphasized the importance of the RCSP in addressing gaps in service delivery. She noted that the National Government acknowledges the insufficiency of barangays’ National Tax Allotment (NTA) to meet their community’s demands and that the RCSP was conceptualized to fill these priority gaps and ensure access to basic services and development opportunities.
The workshop began with LGOO II Lance Juther Bernardo providing a brief overview of the current status of RCSP implementation and the upcoming FY 2025 Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP). This was followed by Engineer I Eljay Teopengco, who discussed the general and specific guidelines for the utilization of the LGSF-SBDP, setting clear expectations for barangay roles and responsibilities.
The second part of the workshop engaged barangay officials in identifying and plotting completed Programs, Projects, and Activities (PPAs) under their enhanced Barangay Development Plans, as part of RCSP Phase 5 implementation. The activity concluded with the awarding of certificates to the participants.
In her closing remarks, CTL Cristy Blanco reiterated the expected timeline for fund allocation, the submission of workshop outputs, and the RCSP’s focus on aiding barangays through the national government’s support for delivering basic services.
