The DILG, through the Local Government Academy, has developed an enhanced framework for the Monitoring and Evaluation (M&E) of BPLS program with the technical support from the International Finance Corporation (IFC) and in close consultation with key program stakeholders.

Gearing towards the adoption of the enhanced tool, DILG Region 3, in partnership with the Department of Trade and Industry (DTI) Region 3, conducted an Orientation-Briefing on Mainstreaming Result Based Monitoring and Evaluation (RBME) in Business Permit and Licensing System (BPLS) Reform Program on June 28-29, 2012 at Forest View, Subic Bay Freeport Zone, Olongapo City.  The activity is primarily aimed at building the capacity of key program stakeholders to implement and institutionalize the enhanced M&E system for the BPLS streamlining Program.  Participants during the activity were DILG and DTI R-3 Provincial/City Directors and BPLS Point Persons.

   The Department of the Interior and Local Government Region 3, through the Regional Program Coordinators, conducted a one-day Program Orientation for the Roll-out of the Seal of Good Housekeeping (SGH), Performance Challenge Fund (PCF), Gawad Pamana ng Lahi (GPL), Seal of Disaster Preparedness (SDP) and Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) on June 21, 2012 at DILG Region3 Conference Hall, Maimpis, City of San Fernando Pampanga.

  As part of the project Strengthening Philippine City Capacities to Address Climate Change Impacts, the UN-Habitat has identified Olongapo City as one of its pilot LGUs.  To this effect, Olongapo City, DILG Region III and UN-HABITAT-Philippines represented by Mayor James Gordon, Jr., Dir. Florida M. Dijan and Ms. Maria Adelaida M. Manonong, respectively, forged a partnership for the purpose of undertaking a Climate Change Vulnerability and Adaptation Assessment and mainstreaming its result into local plans of the city, particularly its Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP).

   In an effort to reduce losses and casualties brought by natural disasters, the Department of the Interior and Local Government (DILG) through the Local Government Academy (LGA) have partnered with the Agencia Española de Cooperacion Internacional para el Desarrollo (AECID) and Senator Loren Legarda conducted the “Regional Forum on Disaster Risk Reduction and Climate Change Adaptation: A Collaboration Workshop for the Pampanga River Basin” last June 07, 2012 at the Oxford Hotel, Clark Freeport Zone, Pampanga.

   DILG Region III, in coordination with EMB-DENR Region III, initiated a Seminar-Workshop on Solid Waste Management Plan Formulation for Field Implementors held on May 8-11, 2012 at Maharajah Hotel, Angeles City.  The activity was aimed to create or organize a pool of experts who would assist the LGUs in the region to come up with a Solid Waste Management Plan that conforms with the standard of the National Solid Waste Management Commission (NSWMC).  It was attended by a total of forty (40) participants from DILG, EMB-DENR, DOH and DPWH.

The Department of the Interior and Local Government (DILG) has started its coaching session on managing Replication Inception Workshop (RIW) in the province of Bulacan’s School Hydrological and Information Network (SHINE) project. 

Said activity was conducted on June 4-5, 2012 at the Malolos Resort Club Royale, Malolos City, Bulacan. It was attended by majority of the members of the Project Shine and one participant from PAGASA and one each Provincial/Regional GOFAR Focal Person. The resource persons were from the BLGD, LGOO VII Susita Bulawit and LGOO V Gemma Macatangay.
