       As the Interim Chairman and Secretariat of the Regional Peace and Order Council (RPOC) 3, DILG Region 3, led by RD Florida M. Dijan, spearheaded the seminar-workshop on the finalization of the Integrated Area Community Public Safety Plan (IA/CPSP) last January 10-11, 2013 at Hotel Euroasia, Clarkview, Angeles City, Pampanga.  The workshop aims to address issues and concerns on peace and order by revisiting the draft Regional IACPSP crafted by the RPOC Technical Working Group (TWG) last year before presenting it to the whole council in the next RPOC meeting.  The activity was attended by the members of the TWG composed of PNP, BFP, PPS-RTS, Philippine  Army, Philippine Coast Guard, PNP Maritime, PDEA and BJMP.   

   To ensure accountability and clarity of the objectives of the Performance Challenge Fund (PCF) and guide LGU beneficiaries regarding administrative requirements and eligible projects, an orientation-briefing was conducted by DILG R-3 on January 3, 2013 at the Regional Office Conference Room, DMGC, Maimpis City of San Fernando, Pampanga.

   DILG Region 3 bagged major titles on the LGPMS Stewardship Award for CY 2012.  These include Regional Winner for Best LGPMS Coordinator, second rank as Best Regional Focal Person, Best LGPMS-Provincial Focal Person in a province with 30-35 component cities and Municipalities, and Special Citation as LGPMS advocate,  all for the individual category.

 

  rd on bub  In consonance with the President’s “Social Contract with the Filipino People” calling for transparent, accountable and participatory governance, two Cabinet Clusters, the Human Development and Poverty Reduction Cluster (HDPRC), and the Good Governance and Anti-Corruption Cluster (GGAC) will carry out the implementation of the Bottom-Up Process in Planning and Budgeting (BUB for the Fiscal Year 2014 budget preparation.

                DILG Region 3, in partnership with the Local Government Academy (LGA), conducted a Seminar-Workshop entitled, “Vigilance to Volunteerism: A Program Intensifying People’s Engagement in Local Governance (V2V: PIPELOG)”.  The first and second batches of the activity were held on November 15-16, 2012 and November 26-27, 2012, respectively at Oxford Hotel, Clarkfield, Pampanga.

   One of the major key reforms under the Aquino administration is increased transparency and accountability in government.  Relatively, the participation of the Civil Society Organizations (CSOs) and other citizens’ group in attaining good governance was taken into cognizance.
