San Miguel Punong Barangay Angelito Bansil renders his State of Barangay Governance Report (Ulat sa Barangay)In compliance with DILG Memorandum Circular No. 2012-29, San Miguel, Lubao, Pampanga, the showcase barangay in Region 3 held its Barangay Assembly on March 31, 2012 at 8:00 am.   

Gracing the event were Pampanga Governor Lilia Pineda, Lubao Mayor Mylyn Cayabyab, DILG-3 Regional Director Florida Dijan, DILG Pampanga Provincial Director Angelina Blanco and Butil Representative Agapito Guanlao.  There were also other guests from different national government agencies such as the DILG, PIA, NIA, DENR (CENRO), DA, PNP, BFP, Sangguniang Panlalawigan/Bayan Members, Department Heads and NGOs.  

San Miguel Punong Barangay Angelito Bansil comprehensively rendered his State of Barangay Governance Report (Ulat sa Barangay).  After sharing a brief profile of Barangay San Miguel, the PB imparted the overall performance of the barangay.  In the area of governance, the barangay garnered 4.17 out of 5, Administration 4.57, Social Services 4.65, Economic Development 3.68, Environmental Management 5.0.  The barangay garnered an overall adjectival rating of EXCELLENT.

He further reported the current issues and problems of the barangay under the agriculture service to include farm-to-market roads, absence of subsidy of certified seeds (palay and corn), desilting and widening of creek, insufficient post-harvest facilities like hand tractors, threshers, water pumps.  Under education, there is a need to repair two school rooms and continuation of roofing of the multi-purpose hall.  In Health service, San Miguel has to establish “Botika sa Barangay,”  Other concerns are lack of livelihood programs for the unemployed men and women, upgrading/renovation of electric post and primary line and not enough involvement of NGOs. 

DILG Provincial Director Angelina S. Blanco, on the other hand, emphasized that this year’s activity is far different from the previously conducted assemblies since barangay officials have now adopted the Barangay Governance Performance Management System (BGPMS) through State of Barangay Governance Report (SBGR). 

Congressman Agapito Guanlao of Butil partylist encouraged the preservation of agricultural barangays like San Miguel which has 600 hectares of farm lands.  He vowed to assists farmers, most especially in their irrigation needs.  He vowed to transform barangay San Miguel into a modern agricultural barangay in Pampanga.

Congressman Guanlao said that he is already working for the release of P38M to be utilized for the irrigation needs of barangays San Miguel, Sto. Cristo and San Vicente.  The program is being reviewed by his office and to be funded in 2013.  He added that if there will be funding savings for 2012, he will devote the same for the construction of a farm-to-market road in barangay San Miguel. 

Mayor Mylyn P. Cayabyab disclosed that she already extended one farm tractor.  As far as the request of barangay officials for construction of additional farm to market roads, she committed for the concreting of 200 meters under the municipality’s 20% development fund. She shared that she went to National Irrigation Administration Office recently to follow up phase 2 of the irrigation project in Lubao and committed to facilitate the desilting of the San Miguel Creek right after the holy week.  Lastly, on the issue on unemployment, she pledged to provide skills training and livelihood programs to be funded by the municipal government.

Prior to the assembly, activities such as inspection of San Miguel Creek, Inspection of the Material Recovery Facility (MRF), Medical Mission/”Operation Tuli” and Free Massage Therapy were undertaken.  

After visiting the barangay’s MRF, Hon. Lilia G. Pineda instructed PB Bansil to negotiate the purchase of the lot adjacent to the MRF for the establishment of the green house and more spacious barangay nursery.  She committed to fund the purchase of the land.

In her speech, DILG-3 Regional Director Florida Dijan lauded the local officials from the governor, municipal mayor, and barangay officials whom she described as role models in governance.  She encouraged them to sustain their good programs and encourage people’s participation.  She said the shining accomplishments of local officials in Pampanga are lucid manifestations of transparent and efficient service to the community.

The activity ended with the symbolic turn-over of the copies of SBGR to RD Dijan, Governor Pineda, Congressman Guanlao and Mayor Cayabyab.
