The Department of the Interior and Local Government of Region III awarded the first and third round passers of the 2011 Seal of Good Housekeeping on January 18, 2012 at Heroes Hall, City of San Fernando, Pampanga.

The 19 first round SGH recipients were awarded the SGH marker for being the first batch to heed the Department’s call for transparency and accountability in local governance. On the other hand, the 3rd round passers were awarded plaques of recognition.

 DILG-3 Assistant Regional Director Jonathan Paul M. Leusen, Jr. formally started the program by recognizing all the participants. On the other hand, Hon. Oscar S. Rodriguez, Mayor of CSFP and President of the League of Cities of the Philippines welcomed all awardees and guests. He appreciated the efforts of the DILG in institutionalizing SGH as a vehicle for change in realizing the call of the President for transparency and accountability.

DILG-3 Regional Director Florida M. Dijan congratulated the awardees and expressed her gratitude for their continuous support to the programs of the DILG. “I am glad to inform you that we are one of the three regions nationwide with 100% Seal of Good Housekeeping awardees. Among these regions, Region 3 has the most number of LGUs. Region 11 has 54 LGUs, Region 12 has 53 LGUs and Region 3 has 137 LGUs. Isa po itong malinaw na patunay na tayo sa rehiyong ito ay mga ehemplo ng isang de-kalidad at tapat na paglilingkod”, she said.

The Seal of Good Housekeeping for LGUs is in line with the Department's commitment to aggressively scale up interventions to elevate the practice of governance that values transparency, accountability, participation and performance into an institutionalized status. It aims to recognize LGUs with good performance particularly on Sound Fiscal Mangement which refers to the absence of adverse COA finding on financial statements; and Transparency and Accountability which is measured through full compliance to the Full Disclosure Policy.
