CITY OF SAN FERNANDO PAMPANGA – "In the history of our elections, this is the first Regional Election Security Forum in the Philippines", said COMELEC Region III Election Director Atty. Temie P. Lambino in the recently concluded Regional Election Safety Forum on May 9, 2018 at Kingsborough International Convention Center. COMELEC preparations and PNP security updates were presented to different stakeholders during the forum.


Atty. Lambino, together with PNP Region 3 Director PCSupt Amador V Corpus and 7th IB Commander MGEN Felimon T Santos, Jr, as heads of the Regional Joint Security Control Center and Regional Election Monitoring Action Center, discussed the 2018 Barangay Sangguniang Kabataan Elections (BSKE) calendar of activities, statistics, and security deployment plan.
Central Luzon has more than 8.5million registered barangay and SK voters. A total of 65,618 aspiring Punong Barangays and Sanggunian Barangay members filed their certificate of candidacy with only 24,816 positions to be filled up in the barangay posts. On the other hand, 38,887 aspiring SK Chairpersons and SK members vied for the 24,816 positions to be filled up in the SK posts. Of these candidates, 338 are subject for disqualification due to under-age, over-age or are unregistered voters.
"9,959 PNP and AFP personnel will be deployed to secure the peaceful and orderly conduct of BSKE" said PCSupt Corpus during his presentation on security deployment plan.
According to PCSupt Corpus, there are currently 210 election hotspots out of the 3,102 barangays in this region. 200 Quick Reaction Teams (QRTs) have already been deployed in the Province of Bulacan and Nueva Ecija where most of the election hotspots are located and the rest of QRTs will be stationed on strategic locations three days before the election. Two (2) PNP/AFP personnel will be deployed to every polling place on election day.
As part of the program, the Sangguniang Panlungsod of Pampanga and the City Council of San Fernando recognized the promotion of PNP Chief Director General Oscar Albayalde thru a resolution congratulating his promotion as the Chief of the Philippine National Police.
Dir. Albayalde is the special guest during the forum. He started his schooling in San Fernando and later on finished as cum laude and top 7 of Sinagtala Class of 1986 in the Philippine Military Academy. He was a former PNP provincial director in Pampanga, recipient of Most Outstanding Kapampangan Award, and the first kapampangan PNP Chief.
