the Special Recognition plaque was awarded to Department of Interior and Local Government (DILG) at the Fontana Convention Center on April 25,2012

   The Department of the Interior and Local Government Region 3, under the stewardship of     RD Florida M. Dijan, was awarded with a Special Recognition plaque by the Philippine Chamber of Commerce and Industry (PCCI).  Signed by the President of the PCCI, Atty. Miguel B. Varela, the award was in recognition of DILG R3’s significant support to the Central Luzon’s Business Permit and Licensing System (BPLS) program. 

DILG R3, together with the Department of Trade and Industry, helped in achieving the 100% compliance of all Local Government Units in Region 3 to the Component 1 of the Nationwide BPLS Streamlining which is the adoption of the unified form in the application for business permits.

    Component 1 sets up the streamlined BPLS process which aims at simplification and standardization. The reforms focused on three standards, i.e. maximum no. of steps, maximum no. of processing days following the anti red tape law and one standard application form. Complementing these standards are other reforms like reducing the number of signatories, one-time assessment and payment, joint inspectorate teams and reducing the face to face contact with applicants.

    The award was given on April 25, 2012 at the Fontana Convention Center during the                   Central Luzon Growth Corridor Foundation, Incorporation’s (CLGCFI) “6th Recognition of Outstanding LGUs in Central Luzon Implementing the Streamlining Program in the Issuance of Mayor’s Permit.”  The CLGFI is chaired by Gov. Bellaflor A. Castillo of the Province of Aurora.

The Department of the Interior and Local Government R-3 (DILG) in partnership with the Department of the Trade and Industry R-3 and Central Luzon Growth Corridor Foundation Incorporated (CLGCFI) hosted the 6th Recognition of Outstanding LGUs Implementing the Streamlining Program in the Issuance of Mayor’s Permit in Central Luzon on April 25, 2012 at Fontana Leisure Park Convention Center, Clarkfield Pampanga.

The project aims to foster an investor-friendly environment and encourage the growth of business and investments in the region by reducing the turn around time and cost of doing business in the issuance of business permits and licenses.  The said activity is a flagship project of the CLGCFI and the advocacy campaign on the program was undertaken by DTI, DILG and LGUs.

In Central Luzon, a total of 130 Local Government Units or 100% has achieved full compliance in the Component 1 reforms under the BPLS Streamlining Project.  In the speech of DILG Secretary Jesse M. Robredo delivered by DILG-3 RD Florida Dijan, the Secretary congratulated the LGUs of Region 3 for this huge accomplishment.  “Ako po ay natutuwa sapagkat sa inyong ginagawang pagsuporta sa mga programang katulad nitong BPLS Streamlining, itinaas na po natin ang antas ng sukat sa paglilingkod. May panahon po na hinahanap natin ang mahusay lang. May panahon po na hinahanap natin ang matino lang. Hindi po ibig sabihin na ang matino ay mahusay. Hindi po ibig sabihin na ang mahusay ay matino. Ang atin pong sukat: mahusay at matino”, the SILG said

During the activity, various awards were given to LGUs namely: Golden Eagle Awards of Excellence; Hall of Fame Achievement Award; Hall of Fame Award; Special Awards; and Regular Competition in the General Category.

Winners of the Golden Eagle Award of Excellence were the City of San Fernando, Pampanga; Baler, Aurora; and Talavera, Nueva Ecija while LGUs bestowed with the Hall of Fame Achievement Award were Olongapo City and Bacolor, Pampanga.  Also, the Hall of Fame Award was granted to the LGUs of San Luis, Aurora; Dinalupihan, Bataan; Guiguinto, Bulacan; Lanera, Nueva Ecija; and Mabalacat, Pampanga. A special award was likewise given to the City of Olongapo for having the best Business One-Stop-Shop.  A total of 43 LGUs received awards under the General Category.  The said winners received cash prices, plaques and a bag of tokens sponsored by the Governors of Region III.

Other awards were also granted to the Provincial Governors, Regional Directors of DTI and DILG, CLGCFI through Gov. Bellaflor Angara-Castillo and the Regional and Provincial BPLS Teams for their efforts in ensuring the success of the program.

DILG -3 Regional Director Florida Dijan participated in the organizational meeting of the Regional Development Council 3 (RDC) Pampanga River Basin Committee (PRBC) on April 24, 2012 at Holiday Inn, Clarkfield, Pampanga.   

The PRBC is a special committee of RDC 3 which shall primarily take charge of the implementation of the Integrated Water Resources Management (IWRM) strategy in the Pampanga River Basin and the premier coordinating body that shall exercise advisory, guidance, education and monitoring functions for the Basin’s management and development. 

Newly installed Regional Director of the National Economic Development Authority 3 Director Severino Santos welcomed the participants while RDC Chairman City of San Fernando Mayor Oscar Rodriguez shared his message. 

NEDA OIC-ARD Victor Ubaldo in his presentation of the PRBC overview mentioned that the committee was approved by RDC through Resolution No. 03-51-2011 on December 13, 2011.  It was created to address the critical environmental issues hounding the Basin and to optimize the economic potentials and the opportunities it offers.  Likewise, the Integrated Water Resources Management as the key approach and strategy of the Study is implementation-ready except at the regional level that prevents it from being cascaded down to the local level. Closing this Institutional gap will result in the reduction of disasters or their adverse effects due to mismanaged water resources and unleash the Basin’s potentials.

The committee is composed of the LCEs of the seven (7) provinces and two (2) HUCs of Region III; heads of NWRB, RBCO and National Power Corporation; Regional Directors of NEDA, DA, DENR, DPWH, DILG; one representative from the NGO sector; and one representative from the private/ business sector. 

Elected officers were Tarlac Governor Victor A. Yap as Chairperson, Bulacan Governor Wilhelmino M. Alvarado-Sy as Co-Chairperson; and NWRB Executive Director Vicente Paragas as Vice Chairperson.  NEDA was elected lead convenor and secretariat.   

Three (3) Technical Working Groups were organized for the Planning/ Localization; Fund Sourcing/Advocacy; and Monitoring and Problem Solving.
