Participants during the 3-day Seminar-Workshop on SWM

   DILG Region III, in coordination with EMB-DENR Region III, initiated a Seminar-Workshop on Solid Waste Management Plan Formulation for Field Implementors held on May 8-11, 2012 at Maharajah Hotel, Angeles City.  The activity was aimed to create or organize a pool of experts who would assist the LGUs in the region to come up with a Solid Waste Management Plan that conforms with the standard of the National Solid Waste Management Commission (NSWMC).  It was attended by a total of forty (40) participants from DILG, EMB-DENR, DOH and DPWH.

    OIC-MED Chief Lerrie S. Hernandez discussed the overview of the activity.  She mentioned that the activity was in line with the Manila Bay Clean Up Rehabilitation and Preservation Project implementation. 

    Director Florida M. Dijan, in her message, emphasized the importance of implementing Republic Act 9003 or the Ecological Solid Waste Management Act.  She urged everyone to work together in helping the local government units so that they could comply with the requirements of Republic Act No. 9003 and the continuing Mandamus of the Supreme Court on the Manila Bay Clean-Up, Rehabilitation and Preservation project. 

    The seminar included site visits in the province of Bulacan particularly the Barangay Material Recovery Facility (MRF) of Barangay Poblacion and Vicente G. Puyat’s Engineered Sanitary Landfill in San Jose del Monte City and Matictic Sanitary Landfill in Norzagaray to enable the participants

to see the actual operation of the facilities.  The group also visited Holcim Cement Corporation’s Geocyle Plant also in Norzagaray where they were informed of the process of Geocycle as a safe and secure method of waste management that destroys the hazardous components of waste while capturing the energy and mineral content in the production of cement.  According to Dr. dela Cruz, plant manager, co-processing leaves no solid residue or water effluents to be disposed of and substitutes the use of fossil fuel such as coal; and therefore changes waste management approach the environment-friendly way.  He further mentioned 3R’s (Reduction, Resource Recovery, Rejection) as the guiding principles in the implementation of Geocycle.

    During the training, Ms. Laura Abando, Regional Coordinator of Ecological and Solid Waste Management presented the different laws and other related law provisions such as RA 9003 or Ecological and Solid Waste Management Act of 2000, RA 6969, RA 8749 or Philippine Clean Air Act, RA 9275, RA 9729, EO 774, and the Supreme Court’s Continuing Mandamus.  She also presented an outline of a Solid Waste Management Plan. 

    Director Lormelyn Claudio of EMB-DENR Region III thanked Dir. Dijan for spearheading the training that she said would be of great help to the LGUs in the formulation of the SWMP.  She hoped that the activity is the start of a partnership between DILG Region III and EMB-DENR Region III in advocating the massive implementation of RA No. 9003.  In response, Dir. Florida M. Dijan confirmed that the partnership between the two agencies will continue for the attainment of the objective of the Manila Bay Clean Up, Rehabilitation and Preservation Project as well as in the implementation of other environmental laws.  She also congratulated the participants for hurdling such kind of training.

e last day of the seminar-workshop was another site visit to the MRF of Barangay San Nicolas, Angeles City where the participants experienced actual waste analysis and characterization survey (WACS).

The Department of the Interior and Local Government Region 3 had conducted a three-day Training of Trainers on the Implementation of the Anti-Red Tape Act- Report Card Survey (ARTA-RCS) at Maharajah Hotel, Angeles City.  The training was aimed to capacitate DILG Provincial and City teams to ensure the effective administration and encoding of the report card survey instruments at all local government units in their respective area of jurisdiction.

A total of forty-seven (47) DILG personnel from Regions III and IV-B participated in the activity to include Provincial and City Directors, Cluster Leaders, CLGOOs, Provincial and City ARTA-RCS Point Persons and Regional Office team. 

Asst. CDD Chief Moral, head of the Regional ARTA-RCS Validation Team, emphasized that the main purpose of the training was for the provincial and city teams to have one common direction in the implementation of ARTA-RCS.  He also discussed the Salient Features of ARTA and Its IRR as well as Republic Act 9485.  On the other hand, LGOO V Ener Cambronero, member of the Regional Validation Team, explained the three (3) ARTA-RCS Instruments which are the Manual of Instructions, Inspection Checklist and the Survey Questionnaire.  He further informed the body that the ARTA-RCS rate is one of the criteria in the SGH Silver and Gold Award.

A simulation exercise on the administration of the report card survey was conducted on the second day in Angeles City and Municipality of Porac where local officials of these pilot areas committed to address all gaps identified by the team to ensure excellent delivery of public service to their constituents.

RD Florida M. Dijan, in her message, challenged the participants that the project must be done diligently and with ingenuity.  She expressed her confidence that all ARTA-RCS plans in the region will be accomplished with the help and great expertise of Region III’s new Asst. Regional Director, Abraham A. Pascua.

The Department of the Interior and Local Government in Region 3 has released from October 2011 to April 2012, a total amount of Php 828,000 for the beneficiaries of the 64 deceased barangay officials in Central Luzon who died during their incumbency.

Of the 84 deceased barangay officials, there were 6 Punong Barangays, 48 Sangguniang Barangay Members, 3 Barangay Treasurers and 7 Barangay Secretaries.  Families of Punong Barangays received a total of P132,000 while relatives of the other barangay officials received P696,000.

According to DILG-3 Regional Director Florida M. Dijan, the payment of death benefits for barangay officials is authorized under Section 393 of the Local Government Code of 1991 and Executive Order 115 issued on August 5, 2002.

The LG Code states that barangay officials shall be entitled, during their incumbency, to insurance coverage which shall include, but not be limited to temporary and permanent disability, double indemnity, accident insurance, death and burial benefits, in accordance with R.A. 6942 entitled "An Act Increasing the Insurance Benefits of Local Government Officials and Providing Funds Therefor".

Under Executive Order 115, beneficiaries of deceased Punong Barangays will get P22,000 each, while families of Sangguniang Barangay Members, Barangay Secretaries, Barangay Treasurers and Sangguniang Kabataan Chairpersons will receive P12,000.

However, Rule VII, Section 20 of the EO states that no benefits shall be granted to a deceased barangay officials if the cause of death is either suicide or unlawful acts resulting in death.
