LGOO V Mariel Estacio briefs the SB Secretary and Staff on SIS

The Sanggunian Information System (SIS) was installed by DILG Region 3 SIS focal persons to the municipality of Minalin, Pampanga on February 28-29, 2012.  Minalin Mayor Arturo Naguit through Vice Mayor Arturo Yambao and the Vice Mayors’ League of Pampanga requested the DILG to install the SIS and conduct a briefing on the system as well as on the different programs of the Department. 

 Brief information on SIS was presented by LGOO V Mariel  Estacio and LGOO V Jeffrey Manalastas to SB Secretary Carolina M. Tungol and her three Local Legislative Staff Officers and Employee. In the afternoon, action planning, actual installation and hands-on training of the System was administered. LGOO VI Jose Algy B. Canlas, SIS Provincial Focal Person also attended the activity.

  During the activity, PD Angelina S. Blanco discussed the importance and benefits of the system.  Mayor Naguit, on the other hand, thanked the Department for the support it is continuously extending to the LGU.  He also assured the SIS team that the municipality will maintain the System until it will be completed and made available in order to further improve the delivery of services to their constituents.

The municipality of Sto. Tomas, Pampanga through the leadership of Mayor Joselito Naguit held a groundbreaking ceremony of the LGU’s approved project under the Local Government Support Fund (LGSF) on February 29, 2011. The project is the Improvement and Concreting of Balangcas Road which amounted to P700, 000.

DILG Pampanga Provincial Director Angelina S. Blanco graced the event and said that the Department will continuously support the LGU in all its endeavors in order to realize the vision of having excellent local governments. She likewise congratulated the officials of the said municipality for being the first to hold a groundbreaking ceremony in the province.

Also present in the groundbreaking ceremony were Sto. Tomas’ Municipal Officials, Department Heads, Barangays Officials and DILG MLGOO Magdalena Yonzon.

Sto. Tomas, Pampanga is one of the 137 LGU recipients of LGSF in Region 3.

 

DSWD Region III, thru Regional Director Adelina Apostol, awarded a Certificate of Appreciation to DILG Region III on the occasion of the 61st DSWD Anniversary celebration with the theme, “DSWD @ 61 Tuloy sa Kaunlaran”, held on February 6, 2012 at DSWD Field Office III, City of San Fernando, Pampanga

DSWD Region III, thru Regional Director Adelina Apostol, awarded a Certificate of Appreciation to DILG Region III on the occasion of the 61st DSWD Anniversary celebration with the theme, “DSWD @ 61 Tuloy sa Kaunlaran”, held on February 6, 2012 at DSWD Field Office III, City of San Fernando, Pampanga.

The award was given in grateful appreciation of DILG’s support in the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) in Central Luzon particularly in encouraging the Local Government Units to incorporate pro-poor programs in their plans and budget, accessing the resources that allows LGU to upgrade basic health and education facilities and in its active participation in monitoring and evaluating the program implementation at the barangay level.

The award was received by RD Florida M. Dijan and ARD Jonathan Paul M. Leusen, Jr. also in the event of the conduct of Unified Flag Raising Ceremony of all government agencies in the region hosted by DSWD.

After the awarding, RD Dijan and ARD Leusen attended the Briefing on R.A. 9208, otherwise known as the Anti-Trafficking in Persons Act of 2003 where the Resolution on “Establishing and Adopting the Regional Inter-Agency Committee Against Trafficking and Violence Against Women Cum Regional Referral Network was signed by the RIACAT-VAWC members including DILG.

The Department of the Interior and Local Government of Region III awarded the first and third round passers of the 2011 Seal of Good Housekeeping on January 18, 2012 at Heroes Hall, City of San Fernando, Pampanga.

The 19 first round SGH recipients were awarded the SGH marker for being the first batch to heed the Department’s call for transparency and accountability in local governance. On the other hand, the 3rd round passers were awarded plaques of recognition.

DILG-3 Assistant Regional Director Jonathan Paul M. Leusen, Jr. formally started the program by recognizing all the participants. On the other hand, Hon. Oscar S. Rodriguez, Mayor of CSFP and President of the League of Cities of the Philippines welcomed all awardees and guests. He appreciated the efforts of the DILG in institutionalizing SGH as a vehicle for change in realizing the call of the President for transparency and accountability.

DILG-3 Regional Director Florida M. Dijan congratulated the awardees and expressed her gratitude for their continuous support to the programs of the DILG. “I am glad to inform you that we are one of the three regions nationwide with 100% Seal of Good Housekeeping awardees. Among these regions, Region 3 has the most number of LGUs. Region 11 has 54 LGUs, Region 12 has 53 LGUs and Region 3 has 137 LGUs. Isa po itong malinaw na patunay na tayo sa rehiyong ito ay mga ehemplo ng isang de-kalidad at tapat na paglilingkod”, she said.

The Seal of Good Housekeeping for LGUs is in line with the Department's commitment to aggressively scale up interventions to elevate the practice of governance that values transparency, accountability, participation and performance into an institutionalized status. It aims to recognize LGUs with good performance particularly on Sound Fiscal Mangement which refers to the absence of adverse COA finding on financial statements; and Transparency and Accountability which is measured through full compliance to the Full Disclosure Policy.

As stipulated in the Performance Challenge Fund operations manual, specifically on projects completed, LGOOs V Judith B. Romero and Ener P. Cambronero, members of the Regional PCF Team, together with LGOO VI Jose Algy B. Canlas, DILG Pampanga Focal Person on PCF, conducted ocular inspections on the completed PCF projects of the LGUs of Sasmuan and Minalin in Pampanga last February 20, 2012.

On going project in Minalin Is the construction of three classrooms at San Isidro Elementary School while Sasmuan is in the process of improving its public market. During the activity, the PCF implementing Unit of the respective LGUs were also informed that continuous monitoring shall be done by DILG R3 with regard to the maintenance of the projects.

The Performance Challenge Fund (PCF) was established by the Department as an incentive to qualified LGUs for the implementation of local development projects aligned with the national government strategic thrust and goals. It encourages convergence of local development projects with the present administration’s priority programs for the achievement of the Millennium Development Goals (MDGs), maintenance of core road network to boost tourism and local economic development, the objectives of the Philippine Disaster Risk reduction and Management Act of 2010, and the Ecological Solid Waste Management Act of 2000.

In CY 2011, nineteen (19) LGUs in Region 3 that belong to the 4th to 6th income class LGUs were granted with the Performance Challenge Fund. Projects in the remaining LGU grantees include among others construction of Municipal Dumpsite, MRF and procurement of Garbage Collection Equipment, Improvements of Rural Health Units and construction of Market Stalls.
