AURORA – The Commission on Audit (COA) through its Special Services Sector - Performance Audit Office has conducted an evaluation on the implementation of National Climate Change Action Plan (NCCAP) last January 10-16, 2023, in which the DILG is one of the partner-implementing agencies.
The selected LGUs for the audit are the Provincial Government of Aurora and Municipalities of Baler and Dinalungan.
The audit team conducted interviews and focus group discussions with key officials and personnel of the selected LGUs. Survey questionnaires to gather relevant information from the residents and personnel of buildings and offices established for climate change related hazards was also administered. Projects of LGUs which aims to mitigate climate change effects such as flood controls and sea walls was also visited to check its sustainability and effectivity.
This is to ensure that LGUs have assumed their role as frontline agencies in the formulation, planning, implementation of climate change action plans in their respective areas, consistent with the provisions of the Local Government Code, the Framework, and the NCCAP. The ability of the local governments to put in place initiatives to heighten accountability, transparency, and public participation in the implementation of climate change programs was also evaluated.
