l27The Department of the Interior and Local Government in the province of Pampanga in coordination with the National Police Commission R-3 conducted a Seminar-Workshop on Capability Enhancement of the People’s Law Enforcement Board (PLEB) of Pampanga on April 25 - 27, 2012 at Ibay Zion Apartelle, Minesview, Baguio City.

LGOO VI Jose Algy Canlas welcomed and acknowledged the participants and resource speakers while LGOO VI Renalyn Iglesias shared the objective of the activity which is to enhance the capabilities of the PLEB Members in the investigation and adjudication of police administrative disciplinary cases file before the board.

The seminar, facilitated by selected DILG provincial staff was participated in by PLEB members such as the Sangguniang Bayan/Panlungsod Members, Punong Barangays, DILG MLGOOs and others.

Napolocm 3 Regional Director Atty. Manuel L. Pontanal discussed PNP Administrative Disciplinary System and the Laws Governing the PNP Administrative Disciplinary System; Due process of law and equal protection of the law; The Uniform Rules of Procedure before the Administrative Disciplinary Authorities and the Internal Affairs Service of the PNP; PLEB Creation, function, composition, term of office and quorum; Commencement of complaint, venue, contents of complaint; Pre-charge evaluation; Preventive suspension; Conduct of formal hearing and disposition of cases; and Appeal, Appellate Jurisdiction of the Civil Service Commission (CSC).  He also discussed some legal principles and jurisprudence applicable in the investigation of administrative cases against PNP members.

Chairman of the Police Regional Appellate Board Atty. Domingo P. Guanzon discussed the Administrative Offenses and Penalties which include Punishable offenses, Classification of Offenses (light offenses, less grave offenses, grave offenses), and imposable penalties and its limitation.  On the other hand, Summary Dismissal Hearing Officer Atty. Arlene L. Castro-Co shared the Appreciation of Evidence in Administrative Proceedings.  She likewise discussed that as semi-judicial, PLEB hears and decides like a court but it is not part of the judicial branch.  As such, the procedure before administrative bodies is not formal and strict as that of court, and the regularity of such proceedings is not to be tested by the strict legal rules that prevail in the court of law.  Therefore, PLEB is not under obligation to follow the technical rules of procedure and evidence but must observe due process.

Napolcom Assistant Regional Director Atty. Leonardo C. Guzman discussed the case and records management.  This, according to him is a system adopted by a judicial or quasi-judicial body to have an effective supervision and control of various stages through which cases pass from the time they are filed to the time they are decided to ensure their speeding disposition.

On the other hand, Chief of Technical Services Division of Napolcom Atty. Bernardina Joven shared some techniques and styles in decision writing which includes the cardinal primary rights to be observed in administrative proceedings, contents and parts of a decision, quorum required for a valid decision, parts of a decision, stages of writing process and elements of effective style.

A role playing followed wherein participants were required to illustrate an actual proceedings of PLEB.###

l26   Another Groundbreaking Ceremony of the approved project from the Local Government Support Fund (LGSF) was held on April 23, 2012 at the Municipality of Mexico, Pampanga under the leadership of Hon. Mayor Teddy C. Tumang.

Said LGSF project is concentrated in the Construction of Checkgate, Deepening and Declogging of Water Impounding Reservoir located at Mexico River, Tinajero, Mexico, Pampanga, amounting to P 1,958,725.18.  It formally started last April 21, 2012 and is expected to be finished by June 4, 2012.

The Groundbreal25king Ceremony was attended by Hon. Mayor Teddy Tumang, Sangguniang Bayan Members, Department Heads, Barangay Officials, farmers and was graced by DILG Pampanga Provincial Director Angelina S. Blanco together with DILG Officer of Mexico LGOO V Marites C. Burton and LGOO V Josephine M. Villanueva.        PD Blanco expressed her appreciation to the seen efforts of the local authorities and functionaries in providing quality service to its constituents.

Mayor Tuml26ang and the local authorities and functionaries present in turn conveyed their gratitude to the Department through SILG Jesse M. Robredo for the support and assistance it has extended to the LGU and for recognizing their efforts in making the Municipality of Mexico one of the best and well-performing LGUs of the province.

After an in depth study of its capabilities, the city has improved its capacity to render basic services and promote good governance to its constituents.

This was shown during the recent Utilization Conference for the Local Governance Performance Management System (LGPMS) for profile year 2011 held on April 23, 2012 at the Shanghai Palace Restaurant, Balibago, this city.

l22

According to Mayor Edgardo Pamintuan, while awards and citations “make the city proud and boost our bragging rights”, the local government shouldn’t be complacent and continue to improve its stand against other competing local government units.

“Whether or not there is an award or reward at stake, we should still strive to deliver the best services to our people,” Pamintuan said.

At the same time, he lauded the efforts of the Department of Interior and Local Government for the staunch implementation of the LGPMS, adding that it is an effective tool to assess the LGUs strengths and capitalize on their gaps & weaknesses.
“I believe that, through the LGPMS, we have achieved a higher level of cooperation among all our program units, particularly in delivering our ‘Contract with the Angeleños’ commitments,” the mayor said.

“If you want to start good governance, ibigay mo yung nararapat sa mamamayan. Let us continue doing the things that benefit our constituents – and continue improving the implementation of these activities as well”, Pamintuan added.

For her part, Vice Mayor Vicky Vega-Cabigting affirmed the statement of the mayor in that, the city, despite its great performance in the previous year “shouldn’t rest on its laurels.”  Vega-Cabigting said that good governance and transparency always start when the people approach the local government and transact with it. “Let us make the people feel that they are always welcome,” the vice mayor said.l23

Lerrie S. Hernandez, Monitoring and Evaluation Division OIC-Chief of the DILG – Region III said that she is proud to say that Angeles City rigidly follows and implements the guidelines, recommendations and provisions stated by the LGPMS. She also recognizes the fact that Angeles is first to have its Utilization Conference this year, which manifests the local government’s prompt compliance with the self-assessment tool.

During the conference, Engineer David D. David, head of the City Planning and Development Office, stated that the final score for profile year 2011 reached 4.88 out of 5. This score is .12 points higher than what the city acquired back in 2010 which was 4.76. David confirms that the increase can be attributed to the improvements done by the local government in providing quality health care services and advocating several environmental causes, especially on the establishment of the Angeles City Renal Care Unit and the monthly conduct of the Sapang Balen clean-up drive respectively.

The LGPMS is a self-diagnostic tool that can be used by the management specifically in planning, budgeting, legislation and monitoring and evaluation of the performance and productivity of the various development offices/ service providers in order to identify areas for decisions and actions.

The tool allowed Angeles City to land 4th among 122 highly urbanized cities and was awarded by the DILG with the Seal of Good Housekeeping for the city’s exemplary performance in governance, transparency and accountability.

l19l20DILG Pampanga Provincial Office personnel conducted a planning cum team building last January 20, 2012 at the Villa Alfredo Resort, Barangay Baliti, City of San Fernando, Pampanga. Said activity was headed by Provincial Director Angelina S. Blanco and participated in by all provincial personnel and staff, and selected field officers.

The planning activity aimed to provide a clear sense of direction to the programs, projects and activities of the Department that need to be carried out, strengthen the personnel’s confidence in understanding where the organization is heading and what for, how best to make the organization move along the chosen path, and when should they take what measures to achieve the goals of the organization.  Some of the issues that were taken up during the planning activity are the following:

  • Assessment of what went wrong in the submission of compliance reports for the past year
  • To target 100% full compliance within or before the deadline set by the Regional Office
  • Priority plans of the province are, but not limited to PLEB Training within the 1st Quarter of the year, drafting of IACPSP and the conduct of lecture-workshop on Disaster and Climate Change
  • To ensure that every DILG officer in every LGU will be able to develop a tie-up/partnership with NGOs in the implementation of DILG programs
  • Additional duties and functions of the cluster leaders
  • New members of the Provincial Selection Board

The provincial staff also suggested some innovations including the use of whiteboards for posting of status of fieldmen’s submission of compliance reports, cross-monitoring of field officers and the allotment of one hour once a week for the physical fitness activity.  One of the major innovations of the province is the provision of funds by the Provincial Government of Pampanga for the construction of a new DILG Provincial Office building thru the initiative of PD Blanco.

After the planning, team building ensued.  Team building on the other hand aimed to develop camaraderie and unity among the personnel and staff that would achieve an effective teamwork.  Team building, as an effective tool in the attainment of organization goals and objective, was the highlight of the activity.

It involved lecturettes and workshops focused on identifying various cultural values of the Filipino which were then related on the personnel’s performance towards work and relationship among peers.  Individual views on the said values were presented during the workshop.

Likewise, each personnel expressed their views toward their peers in the form of a game.  Through this, they were able to gain awareness on their behaviour and performance within the office as well as their strengths and weaknesses.

The team buildil21ng activity left a high level of team spirit on the provincial staff of DILG Pampanga.  Reinvigorated once again, these personnel are confidently ready to face and overcome any challenges that may come their way in the implementation of the Department’s programs, projects and activities this year and even in the years to come.

l15Team building is an important morale booster for any organization, by improving employee relationships and fomenting overall trust. In order to rejuvenate the physical, psychological and spiritual well-being of the DILG-BULACAN TEAM and to better improve the qualityl16 of services in assisting clientele to provide an outstanding delivery of basic, regular and direct services to the general public, a team building dubbed as “ a weekend get-away” was held on March 22-23, 2012 at St. Agatha Resort, Brgy. Sta. Rita, Guiguinto, Bulacan.

On the first day, before the opening program, a sumptuous lunch was served for the team to enjoy.  At about 2:30 in the afternoon, the opening program started and PD Myra B. Moral presided over the conference, welcomed the participants and delivered her message, including the announcements and concerns with regard to the monitoring and reporting status of the Department’s PPAs. Afterwards, a simple tribute for his invaluable 37 years of providing the finest services to the Department and the public was given to LGOO VI RUFINO D. CRUZ as he reaches the mandatory retirement age come April 7, 2012. “Ka Ruping” delivered his short message by saying he is forever grateful to the Department, to his colleagues and friends and to the people whom he had the privileged to work with. The conference concluded after the new set of Officers of the DILG-EU and CDCC were elected.

At about 7:00 in the evening, a spiritual recollection which aims to provide an avenue for the team to mingle, blend and socialize with each other was led by Rev. Noel P. Santa Ana, Senior Pastor of the Christian Alliance Fellowship Church, San Miguel, Bulacan. Likewise, the said recollection was a perfect time to reflect on God’s goodness, to thank Him for the life and blessing He has given and to prepare oneself as the Holy Week swiftly approaches.

l18The Provincial Government of Bulacan (PGB) initially delivered last March 8, 2012, the medical equipment and facilities, amounting to Php 3M, for Bulacan Medical Center (BMC) consisting of the following: nine (9) units Patient Monitor, one (1) unit ECG Machine, one (1) unit Fetal/Maternal Monitor, four (4) units Fetal Heart Rate Doppler and one (1) unit Delivery Table. Said medical equipment and facilities were funded out of the Local Government Support Fund (LGSF). LGSF is a fund released by the Department of the Interior and Local Government and the Department of Budget and Management to provinces, cities and municipalities which have passed the DILG’s Seal of Good Housekeeping (SGH).  Funds were released to LGUs that have been awarded the Seal to promote good governance among local government units. The provincial government received a total amount of Php 40M of the said fund.

Last year, the Provincial Government has just completed the construction of its new maternity and emergency clinic in the Bulacan Medical Center but the said clinic does not have the needed medical equipment to be fully operational. Gov. Willy M. Sy-Alvarado said that the LGSF-support project is indeed very timely because of the ongoing improvement and upgrading of the health and medical services of the public hospitals in Bulacan. Other public hospitals which will soon avail of the LGSF in the form of medical equipment & facilities are the following: Rogaciano Mercadon Memorial Hospital, Bulacan District Hospital Equipment, San Miguel District Hospital, Gregorio del Pilar District Hospital, Emilio G. Perez District Hospital and the Calumpit District Hospital.
