Nurturing Tomorrow: DILG Tarlac’s Proactive Steps Towards Child-Friendly Local Governance in 2024

Today, January 24, 2024, DILG Tarlac conducted the Provincial Orientation relative to the Guidelines on the Conduct of the 2023 Child-Friendly Local Government Audit (CFLGA), participated in by members of the Provincial, City, and Municipal Inter-Agency Monitoring Task Forces of Tarlac Province.

The virtual activity aims to inform all IMTF members on the documentary requirements that they need to prepare for the upcoming assessments, as well as the passing rates and the use of the Knowledge Management System for the uploading of the means of verification (MOVs). For the previous year, 14 out of 18 local government units in Tarlac were awarded with the Seal of Child-Friendly Local Governance, which is remarkably high and has set a good standard for replication in the coming years.

For 2024, DILG Tarlac through the guidance of Provincial Director Armi V. Bactad, CESO V, aims to attain a 100% passing rate, thus, provincial initiatives are already in place to assist the LGUs in ensuring that their MOVs are complete and accurate before the assessment proper.

LGOO V Camille Ann N. Transfiguracion, DILG Tarlac’s OIC-Program Manager reminded the participants on the importance of the said Audit as it is one of the considerations for the conferment of the Seal of Good Local Governance. On the other hand, LGOO V Henrielle Justeene A. Tuliao, DILG Tarlac’s MES Chief, presented the overview of the CFLGA alongside the assessment area on Governance, while LGOO V Maricar Janice C. Perez, DILG Tarlac’s CDS Chief, and CFLGA Focal Person discussed the assessment areas on Survival, Development, Protection, and Participation.

Through the strengthened cooperation of all stakeholders, DILG Tarlac hopes for more child-friendly communities in the Province, and through the successful implementation of the CFLGA, more children will be given brighter futures towards continuous inclusive development.

DILG Tarlac Lights the Way with TANGLAW Multimedia Team, other Governance Innovations during its January 2024 PTC

DILG Tarlac held its first-ever Provincial Team Conference (PTC) for the year on January 25, 2024, marking the official launch of TANGLAW, its very own Multimedia Team. TANGLAW, which stands for "Transformative Advocacy Network for Government Links and Awareness," embodies the fusion of technical expertise and creative abilities to amplify government initiatives and foster greater awareness within the community.

Through various multimedia channels, TANGLAW aims to bridge the gap between government programs and the public, ensuring that information is coherent, engaging, and accessible. Under TANGLAW’s umbrella of innovations include CommuniTinig, TarlacGabay, TarlAKBAYan, Tarlaugh, KanLahi, TarLakas, The Headlines, and i-Inspire which will kick off in the coming days toward a more inclusive governance.

In addition to the launch, the conference became a venue to introduce the Seal of Good Local Governance Monitoring System. This system reinforces the commitment of DILG Tarlac to uphold and promote good governance practices at the local level, ensuring that communities are served with transparency, accountability, and efficiency – one step closer to our goal of having a 100% passing rate in the forthcoming assessment.

Further, to enhance accessibility, DILG Tarlac also presented the enhanced DILG Tarlac Portal for its personnel. This online initiative provides easy access to a wide array of resources related to the Department's programs, projects, and activities. The user-friendly interface ensures that the team can always stay aligned with the Department’s deliverables anytime and anywhere.

The enhanced e-LGRC (e-Local Government Resource Center) was also put in place, which is a platform designed to promote easier knowledge sharing through the Internet. This digital resource hub will facilitate the exchange of best practices, lessons learned, and valuable insights among the Department, local government units, partner National Government Agencies, Civil Society Organizations, and the general public, fostering collaboration and continuous improvement in governance.

Apart from the introduction of the new provincial-led initiatives, updates on the deliverables under the Capability Development and Monitoring and Evaluation Divisions were also relayed to ensure prompt compliance, and top Field Officers for the 4th Quarter of 2023 were duly recognized.

Overall, DILG Tarlac Provincial Director Armi V. Bactad, CESO V expressed her heartfelt appreciation on the efforts of every personnel in coming up with these exciting innovations that would hopefully result to an outstanding service delivery that is felt not only by the internal organization but most especially, our clientele.

As PD Bactad would impart, “What is really important is that we do our best in the service of the Tarlaqueños.” The entire team is looking forward to the positive impact of strengthening the connection between the government and the community, and that by leveraging the power of multimedia, technology, and knowledge sharing, we will also be a step closer to building a more informed, engaged, and empowered citizenry.

Empowering Advocacy Through Pixels: DILG Tarlac’s Tarlakaralin Enhances Personnel’s Expertise in Photo and Video Editing

On January 23, 2024, DILG Tarlac successfully conducted a comprehensive tutorial on photo and video editing as part of its Tarlakaralin initiative and through the collaborative efforts of Tanglaw, DILG Tarlac's newly-launched Multimedia Team. In today's digital age, photo and video editing serves as a crucial skill set needed to amplify our advocacies and create a better reach for our various programs, projects, and activities (PPAs).

The tutorial provided DILG Tarlac Provincial Office Personnel with hands-on experience and valuable insights into the nitty-gritty of photo and video editing. Participants were guided by LGOO VI Mon Alven A. Lagonilla, En.P of DILG Santa Ignacia, and LGOO VI Mark Jester M. Alejo of DILG San Jose, who shared their expertise in utilizing digital tools to enhance visual content.

Among the topics discussed were the mastery of the camera, the most popular angles, proper framing and composition, and tutorials on Adobe PhotoShop Tools and Adobe Premier Pro. As a result of this initiative, DILG Tarlac is confident that its personnel will play an active role in disseminating information, promoting PPAs through engaging visuals, and contributing to the development of a digitally literate and engaged community.
