Construction of classrooms at San Isidro Elementary School in Minalin, Pampanga

As stipulated in the Performance Challenge Fund operations manual, specifically on projects completed, LGOOs V Judith B. Romero and Ener P. Cambronero, members of the Regional PCF Team, together with LGOO VI Jose Algy B. Canlas, DILG Pampanga Focal Person on PCF, conducted ocular inspections on the completed PCF projects of the LGUs of Sasmuan and Minalin in Pampanga last February 20, 2012.

On going project in Minalin Is the construction of three classrooms at San Isidro Elementary School while Sasmuan is in the process of improving its public market. During the activity, the PCF implementing Unit of the respective LGUs were also informed that continuous monitoring shall be done by DILG R3 with regard to the maintenance of the projects.

The Performance Challenge Fund (PCF) was established by the Department as an incentive to qualified LGUs for the implementation of local development projects aligned with the national government strategic thrust and goals. It encourages convergence of local development projects with the present administration’s priority programs for the achievement of the Millennium Development Goals (MDGs), maintenance of core road network to boost tourism and local economic development, the objectives of the Philippine Disaster Risk reduction and Management Act of 2010, and the Ecological Solid Waste Management Act of 2000.

In CY 2011, nineteen (19) LGUs in Region 3 that belong to the 4th to 6th income class LGUs were granted with the Performance Challenge Fund. Projects in the remaining LGU grantees include among others construction of Municipal Dumpsite, MRF and procurement of Garbage Collection Equipment, Improvements of Rural Health Units and construction of Market Stalls.

The Provincial Government of Bulacan, in coordination with the Diocese of Malolos and the Department of the Interior and Local Government has conducted a Forum on Good Governance and Recognition to the winners of “Programang Bantay Kalinisan ng Bulacan”, held on February 2, 2012 at the Provincial Capitol Gymnasium, City of Malolos, Bulacan.

DILG Secretary Jesse M. Robredo, who was one of the Guest Speakers, discussed the Seal of Good Housekeeping/Good Governance. He also mentioned that aside from the Seal of Good Housekeeping, the Department plans to launch the Seal of Disaster Preparedness. The Secretary further applauded the province for having been conferred as “Seal” recipients on the 2nd and 3rd round of SGH assessment.

Subsequent to the speech of the SILG, Reverend Father Carmelo Diola delivered his homily with the theme “ Good Governance and Ethics in Politics”. He focused his homily in affirming each other’s role as “public servants” particularly the elected officials. He also mentioned about St. Thomas Moore who is the patron saint of politicians.

The activity aimed to encourage all the elected officials of the province of Bulacan to unite and intensify their dedication in maintaining a clean and green province as well as to enhance their awareness on proper norms and etiquette towards work.

The said forum was participated in by more or less 3,000 individuals from all over the province to include government employees and elected officials spearheaded by Provincial Governor Wilhelmino M. Sy-Alvarado, Vice Governor Daniel Fernando and Most Reverend Father Jose F. Oliveros. Mayor Sherwin Gatchalian of Valenzuela City also attended the event since the aforesaid city is also a part of the Diocese of Bulacan. Priests and nuns from the Commission of Formation, City and Municipal Mayors, Vice-Mayors, Councilors and Barangay Officials, City/Municipal Natural Environment and Natural Resources Officers, DILG Regional Director Florida M. Dijan and Provincial Director Myra B. Moral together with all the C/MLGOOs and provincial staff, officials and employees of the PNP and BJMP, MEDIA and students from Bulacan State University, also joined the momentous event.

Dr. Sofio Quintana, Technical Director of Forestry Management System, DENR R3 discussed Good Governance on Environment. He gave emphasis on the compliance to the provisions of RA 9003 otherwise known as the “Ecological Solid Waste Management Act of 2000”. Consequently, awarding to the winners of the “Programang Bantay Kalinisan ng Bulacan” was conferred to the following winners:

The winners received cash incentives and plaque of appreciation in recognition of their dedication and commitment in maintaining a clean and green environment

DILG-3 Regional Director Florida M. Dijan shared the Department’s promotion and advocacy of transparency and accountability in local governance during a live interview at CLTV 36’s “Dayalogo” on February 7, 2012, 7:30 pm.

“Dayalogo” is a new program of CLTV 36 which serves as a venue to air affected sectors’ issues, concerns and suggestions to Local Government Units, National Government Agencies and other groups. It also aims to strengthen the partnership and unity between the governing and the governed.

When asked by host Jun Lutero on the relevance of people’s participation in governance, RD Dijan said that NGOs’ and CSOs’ participation, with certain boundaries and limitations, gives citizens the opportunity to help the government lead effectively. “In fact, one of the DILG’s Program Outcomes is Empowered and Accountable LGUs, wherein programs and projects focusing on transparency and accountability are implemented such as the Full Disclosure Policy”, the RD said.
Speaking in Filipino, RD Dijan said that the Full Disclosure Policy aims to inform the people how a Local Government Unit spends its money, that is why LGUs are required to post their financial transactions in their respective websites. She also said that even the DILG posts its financial transactions in its official website. Likewise, she proudly mentioned that all LGUs in Central Luzon are complying with the FDP.

The Director also gave emphasis on her “open door policy” wherein everybody including clients and personnel are free to approach her of any official concerns. “Gusto namin na ang aming mga kliyente ay lumabas sa aming ahensya nang nakangiti”, she said.

Other guests during the program are Punong Barangay Hon. Genius Prieto of Magliman, City of San Fernando, Municipal Administrator of Guagua, Pampanga Mr. Jun Panganiban and representative of the Department of Education R-3 Dr. Amelia Julian.
