A 3-day seminar-workshop on the formulation of the child protection policy of Olongapo City was facilitated by the Stairway Foundation and the Philippines Against Child Trafficking (PACT), in collaboration with the City Social Welfare and Development Office (CSWDO) of the City Government of Olongapo. The seminar-workshop was held at the SMX Convention Center, SM Central, Olongapo City on March 1-3, 2023.
The activity was aimed at creating a platform to discuss the essential matters pertaining to internal and external child protection policy, including social media guidelines and special programs for children. Likewise, the workshop provides a venue for sharing opinions and ideas among the LCPC technical working group members.
Child protection experts namely, PACT Project Manager Raquel Ignacio, PACT OIC-National Coordinator Ma. Vida Subingsubing, Stairway Foundation Inc. (SFI) Child Protection Specialist Ysrael Diloy, and SFI Advocacy and Training Officer John Michael Magtibag comprised the pool of speakers and facilitators during the activity.
Among the guests in the activity are Hon. Mayor Rolen C. Paulino, Jr., SP Member Lugie Lipumano-Garcia, and CSWDO Head Gonzalo Pascua.
"It is essential for the City to have a policy protecting the children, which starts from among the employees of the city government, and will eventually be implemented in the barangays", said City Councilor Lipumano-Garcia.
As a member of the LCPC, the DILG Olongapo City participated in the said workshop represented by LGOO III John Carlo M. Vergara.
The enacted Child Protection Policy is one of the requirements under the LCPC Functionality Audit annually conducted by the Department. It is aimed at establishing a system to ensure that local government employees and visitors are guided on how to properly deal with children, ensuring their protection against risks, threats, and harms, which can be caused by child abusers and perpetrators. The policy is primarily focused on providing guidelines on proper employee and visitor conduct, implementation of special programs, and internet safety.
