Led by the Municipal Taskforce to End Local Communist Armed Conflict (ELCAC) of Capas, Tarlac, an awarding of financial assistance to Former Rebels (FR) and "serbisyo caravan" was conducted in one of the most remote barangays of the town.
The ELCAC Serbisyo Caravan was held on March 15, 2022, at Sitio Pisapungan, Barangay Sta. Juliana, Capas, Tarlac, which brings government services closer to the locality's indigenous residents.
Capas Municipal Mayor Reynaldo Catacutan graced the said activity and shared that the sitio was once inaccessible until the local government unit decided to set up a make-shift road using the LGU's heavy machinery. He also addressed the residents that their true friend is the government, and the said activity is the testament.
The local government of Capas and the 3rd Mechanized Infantry Battalion, headed by Lieutenant Colonel Eugene Cabusao provided the logistical support for the goods and personnel who took part in the said event.
Through the leadership of DILG Tarlac Provincial Director Belina T. Herman, MLGOO Rowena Angeles, and Program Manager Romer Enaje delivered their messages. They shared that the activity embodies Executive Order No. 70, which aims to attain sustainable peace and order through institutionalizing a whole-of-nation approach and a proof that the government, especially the LGU, cares for our brothers and sisters of the IP community.
Tarlac PNP Provincial Director Police Colonel Erwin Sanque, through his representative Police Lieutenant Colonel Samuel Fernandez, addressed the residents. He shared that peace is the first step towards development and further assures that it is a mutual interest of their agency and the community.
"In the past, whenever I see soldiers, I think of them as enemies, but now, they are our true friends," said Tribal Chieftain Alfredo Tiago, who shared his experience as a former rebel and chose to put his trust back in the government.
Provincial Social Welfare Officer Catherine V. Gacutan shared the services offered by their office in the Provincial Government of Tarlac, which includes the processing of livelihood and financial assistance thru the government's Enhanced Comprehensive Local Integration Program (ECLIP).
After various messages from the heads of agencies, a representative from the Situational Awareness and Knowledge Management (SAKM) Cluster conducted an Information Awareness Drive on how the residents can help prevent the proliferation of Communist Terrorist Groups (CTG) in their community through a presentation.
The activity proceeded with the "Serbisyo Caravan," where different services from the national and local government agencies were provided, such as distribution of food packs and school shoes for children, vegetable seedlings, community vaccination, and provision of free medical check-ups and medicines.
