The San Narciso Municipal Awards Committee (MAC) composed of the Department of the Interior and Local Government (DILG), other national government agencies and stakeholders convened on March 15, 2021 at the DILG San Narciso Zambales Field Office, Barangay Libertad, San Narcisco, Zambales to determine the top performing Lupong Tagapamayapa in the Municipality to be endorsed as the municipal entry for the 2021 Lupon Tagapamayapa Incentives Awards (LTIA).
This undertaking is in accordance with Executive Order No. 394 s. 1997 which established the LTIA system, strengthening the Katarungang Pambarangay system and institutionalizing the awards and incentives mechanism, as well as DILG Memorandum Circular (MC) No. 2016-58 — which provided the LTIA's enhanced criteria and guidelines.
The MAC confirmed Barangay Natividad as the town's top performing lupon tagapamayapa (LT) based on their performance for years 2019 and 2020 considering the five criteria indicated in the DILG MC No. 2016-58, namely: efficiency of operations, effectiveness in securing the settlement, creativity and resourcefulness of the Lupong Tagapamayapa, area or facility for KP Activities and financial or non-financial support from the municipal/provincial/national government or from people's organization, NGOs and private sector.
Barangay Natividad with an average rating of 91.54%, shall be endorsed by the MAC as its official municipal entry to the Provincial Awards Committee (PAC) for the 4th to 6th class municipalities category, and will undergo another round of evaluation and deliberation among the nominees from other municipalities of the same category.
The assessment for LTIA is carried-out yearly to assess, upscale, recognize, incentivize, and sustain the performance of all Lupong Tagapamayapa in view of maintaining peace and order in the grassroots, as well as declogging the courts from voluminous cases being filed that may potentially be solved initially right from the barangay level.
