In line with its commitment to strengthening local anti-illegal drug efforts, the Bataan Provincial Anti-Drug Abuse Council (PADAC) conducted a two-day Counseling Training for Community-Based Drug Rehabilitation Program (CBDRP) Implementers on June 4–5, 2025, at the DOH-Treatment and Rehabilitation Center (DOH-TRC) in Liyang, Pilar, Bataan.

Guided by the objectives of the Barangay Drug-Clearing Program (BDCP) and in accordance with DILG Memorandum Circular No. 2023-008, the training aimed to enhance the knowledge and skills of CBDRP focal persons and members of the Anti-Drug Abuse Councils (ADACs) in applying counseling techniques essential for the rehabilitation of Persons Who Use Drugs (PWUDs).

The activity brought together CBDRP focal persons and personnel from the Provincial/City/Municipal Social Welfare and Development Offices (P/C/MSWDOs) and Provincial/City/Municipal Health Offices (P/C/MHOs)—key stakeholders in the implementation and accreditation of CBDRPs at the grassroots level.

In her message, DILG Bataan Provincial Director Belina T. Herman, CESO V, emphasized the importance of continuous capacity development to ensure the sustainability, effectiveness, and integrity of local rehabilitation programs.

The technical sessions were facilitated by professionals from DOH-TRC Bataan, led by Dr. Elizabeth P. Serrano, and covered topics such as psychosocial interventions, effective communication techniques, and ethical counseling practices.

The successful conduct of this training marks another significant milestone in the province’s collective efforts toward building a drug-free, healthy, and resilient community.
