OCTOBER 19, 2021 – This year marks the 30th anniversary of Republic Act No. 7160 otherwise known as the Local Government Code of 1991. In line with this, the Department of the Interior and Local Government (DILG), through the Local Government Academy (LGA), Local Governance Regional Resource Centers (LGRRCs), and LG Sector Bureaus, spearheads the conduct of the Philippine Local Government Forum (PLGF) 2021 for the month of October with the theme "The Wonders of Devolution: 30 years of Strong and Empowered Local Governments."

On October 19, 2021, the National Barangay Operations Office (NBOO) and the LGRRCs of DILG Regions III and IV-A led the 3rd session of the said forum via Zoom Cloud Meetings Application with a live simulcast at the DILG Philippines and DILG Central Luzon Facebook pages. The forum highlighted the five (5) major thematic areas that are highly relevant to local governance, as well as the implementation of Executive Order No. 138, s. 2021 on the "Full Devolution of Certain Functions of the Executive Branch to Local Governments."

The resource persons came from different National Government Agencies including the Department of Health, Department of Social Welfare and Development, and Department of Budget and Management who shared their agencies' programs. Local Government Officials and functionaries from different Local Government Units (LGUs) also used the platform to share some of their best practices.

Over-all, the activity served as a platform to commemorate the enactment of the LG Code of 1991 wherein the value of local autonomy is emphasized in reaching the maximum potential of localities, making LGUs productive partners of the national government in the attainment of developmental goals.
