The Department of the Interior and Local Government – Region III, through the Local Government Capability Development Division, spearheaded the Ease of Doing Business Forum on December 17, 2019 at Fontana Leisure Park, Clark Freeport Zone.


Pursuant to RA 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, the activity was conducted to advocate the EODB Law and its Implementing Rules and Regulations (IRR) to the LGUs of Central Luzon specifically those Local Functionaries who are providing frontline services to the public. It also aims to equip participants with necessary knowledge and skills on the integration of Barangay Clearances in the LGU Permitting Processes.
DILG R-III tapped experts from Anti-Red Tape Authority (ARTA), Department of Information and Communications Technology (DICT), Bureau of Fire Protection (BFP) and Civil Service Commission (CSC) to have an in-depth discussion of the EODB Law. Among the topics discussed are the Citizen’s Charter Guidelines, Integration of Barangay Clearance in the LGU Permitting Process, Orientation on E-BPLS and other ICT Services for LGUs, and Overview of the Administrative Investigation under 2017 Rules on Administrative Cases in the Civil Service (RACCS).
One of the highlights of the activity is the sharing of best of practices, challenges and innovations in establishing the Business Permit and Licensing System (BPLS) / One-Stop Shop for Construction Permitting (OSCP) from the City of San Fernando, Pampanga, San Simon, Pampanga and Balanga City, Bataan.
The participants of the said activity were the Business Permit and Licensing Officers, Building Officials, Provincial Government functionaries, LNB Officials, Barangay Treasurers, DILG R-III Cluster Team Leaders and provincial/HUC focal persons.
