Hailed as the regional winner and national entry for the component city category, Barangay Cupang Proper, Balanga City, Bataan was assessed on July 19, 2019 by the National Validation Team headed by National Board of Judges (NBOJ) Chairperson and Assistant Director of DILG Bureau of Local Government Supervision Vivian Suansing.

NBOJ members include Atty. Marina Ching of Supreme Court, ASP Marmarie Satin-Vivas of DOJ, Atty. Christine Leones of NAPOLCOM and Executive Director John Patrick Agustin of Liga ng mga Barangay.
Also present in the activity were Bataan Vice Governor Ma. Cristina Garcia, Balanga City Vice Mayor Vianca Lita Gozon, members of the Sangguniang Panlungsod and Sangguniang Panlalawigan, DILG Bataan Provincial Director Myra Moral-Soriano and CLGOO Jomar Cruz of DILG Balanga, among others.
Cupang Proper was conferred first runner-up during the 2018 LTIA National Awarding Ceremony.
