PAMPANGA - As an important module in the CBMS implementation, DILG R-3 conducted a three-day Training of Trainors (TOT) on the Community Based Monitoring System Accelerated Poverty Profiling (CBMS APP) for its Field Focal Persons on September 13-15, 2017 at Grace Crown Hotel, Balibago, Angeles City. It is aimed to equip them with the knowledge and skills on Module II components which particularly on data processing, poverty mapping and database building. Likewise, the training was conducted with the end in view that the eighteen (18) LGUs in the region with enrolled CBMS under the 2016 Bottom Up Budgeting (BuB) program are expected to request for technical assistance on Module II upon meeting the requirements on Module I data collection per provisions of 2016 CBMS BUB-MOA.

The training was participated in by twenty-two (22) provincial CBMS focal persons from the 7 provinces regionwide.

Capability Development Division (CDD) Chief Jeffrey S. Manalastas gave an overview on CBMS Module II processes and activities. He likewise encouraged the participants to constantly apply the learnings they have gained in the training in order to familiarize the Module II processes. Lastly, he emphasized the importance of proper communication and listening so as to effectively convey the message between and among the employees in order to achieve organizational effectiveness.

LGOO II Johnny F. Mandocdoc of Bataan, served as the resource person for the 3-day training. He discussed the procedural steps on the Module II processes particularly on Data Processing using the Statistical Simulator Processor or StatSim (software provided for free by CBMS International Network to the implementing LGU) to import and process the data collected in Module I, Database Creation (tabular presentation of CBMS Core Indicators and Other Key Indicators), and Exporting Data for map digitizing and poverty mapping of said indicators using Quantum Geographic Information System (QGIS). Participants also engaged on hands-on exercises for the application of the topics discussed.

During the closing activity, participants were asked to give their impressions about their learnings and insights as well as suggestions and recommendations. Also, Certificates of Participation and Certificate of Appreciation were awarded to all participants and to the resource speaker, respectively.
