   The Department of the Interior and Local Government Region 3 conducted an Orientation-Briefing for Provincial/City Full Disclosure Focal Persons on FDP Portal on September 25, 2012 at the Regional Office Conference Room, Maimpis, City of San Fernando, Pampanga.

   The activity is in consonance with DILG MC No. 2010-83 entitled, “Full Disclosure of Local Budget and Finances, Bids and Offerings”, as amended through the DIALOG Trust Fund which designed the FDP Portal. 


   DILG R3 Director Florida M. Dijan, a proponent of Full Disclosure Policy, stressed that FDP is one of the Department’s priority programs and legacies of the late SILG Jesse M. Robredo.  On the other hand, OIC-MED Chief Lerrie S. Hernandez, concurrent LGPMS Regional Focal Person explained the features of the portal and the process of uploading the required financial documents by the LGPMS encoder at the municipal, city and provincial government levels.  She said that it is a subset of the Local Governance Performance Measurement System (LGPMS), thus enabling the public to view, download, and print local government financial documents on-line. 

   Ms. Gracela A. Ortiz and Mr. Reymon L. Romero of the Department of Budget and Management were also invited to address questions encountered by Field Offices on the Philippine Government Electronic Procurement System or PHILGEPS.  Queries raised were in relation to PHILGEPS posting which is also one of the requirements in the Seal of Good Housekeeping Program of DILG in addition to FDP.

   The last part of the activity was a  hands-on workshop on actual uploading, viewing and downloading of documents and posting of comments to specific FDP documents.
