DILG Undersecretary for Barangay Affairs Martin Diño has graced the Peace and Order Council meeting of Barangay Balibago, Angeles City on February 28, 2020.
In his message, USEC Diño emphasized the national government’s continuous support to barangays in order to further improve the services being offered to the people. He mentioned the soon to be increase in Internal Revenue Allotment (IRA), the proposed security of tenure for barangay tanods, barangay health workers, lupon tagapamayapa among others, and the proposed six year term of barangay officials. Likewise, he warned Punong Barangays (PBs) that with this good news, the government will not hesitate to take legal action against PBs who do not perform their roles and responsibilities.
Also, Usec. Diño presented 4Es as effective method in the fight against illegal drugs. The 4Es are Education through IEC Campaign in the community, Enforcement in implementation of BADAC Plan of Action, Engineering in the construction of facilities for drug surrenders, and Employment through provision of after-care to drug surrenders.
Usec. Diño reiterated the compliance of barangay officials in Ecological Solid Waste Management Act, Road Clearing 2.0, Executive Order 70 (Barangay Task Force-End Local Communist Armed Conflict), Barangay Information System, and the Barangay Disaster Risk Reduction and Management.
Balibago PB Rodelio Mamac presented the BADAC Plan of Action being implemented in the barangay. He also initiated the signing of voluntary pledge of commitment for Community-based Rehabilitation Program witnessed by Angeles City Mayor Carmelo Lazatin, Jr. and USEC Diño.
Mayor Lazatin urged every barangay to ensure the functionality of BADAC in their jurisdiction and reiterated his vision of having a drug-free community. He also committed the support of the city in achieving this vision.
DILG City Director Martin Porres B. Moral, ACPO City Director PCOL Joyce Patrick B Sangalan, Punong Barangays of the 33 Barangays of Angeles City, Barangay Balibago Council, SK Council, and residents of Barangay Balibago participated in the meeting.
