   In keeping with the national government’s development agenda to empower LGUs, DILG Region 3 conducted an Orientation-Workshopon the Crafting of Ordinance and Resolution and Preparation of the State of Barangay Governance Report (SBGR) using the Enhanced Barangay Governance Performance Management System (BGPMS) on April 28-30, 2014 at Oxford Hotel, Clarkfield, Pampanga.The activity, dubbed as, “Taking Steps in Building a Corps of Good Governance Champions”, was attended by 273 participants composed of 258 barangay officials mainly Punong Barangays and 8 DILG Officers.

    The training was aimed to enrich the understanding and  appreciation of the barangay officials ontheir mandated roles particularly on parliamentary rules and procedures, local legislative process, importance and formulation/adoption of Internal Rules and Procedures, Crafting of barangay ordinance and resolution,Preparation of the State of Barangay Governance Report (SBGR) using the enhanced Data Capture Form (DCF) of BGPMS tool, and Administrative Investigation.  It was also conducted to increase their knowledge and understanding of the socio-economic-environmental needs of the communities.

   RD Florida Dijan emphasized the three functions of LGUs namely Legislative, Executive and Judicial Function.  She also informed the body that BGPMS is an evaluation tool developed by the Department and is being used to identify the strengths and weaknesses of the LGUs; it is the offspring of the LGPMS which is implemented in the municipal and city levels. “In building a corps of good governance champions sa barangay level pinalalakas po natin ang ating partnership with the LnB. Kaagapay po ng DILG ang LnB upang maibaba ng husto ang mga programa ng Department sa pinakamababa pong lugar na hindi maabot ng DILG dahil sa kakulangan ng manpower resources. Ang malakas na barangay ay mangangahulugan ng malakas na bayan, malakas na bayan tungo sa pagkakaroon ng malakas na republika”, she further said.

   LGOO II Israel Jiel Fedelicio with the assistance of LGOO V Rufino C. Zafaralla, Jr. of NBOO discussed the  of SBGR using the enhanced BGPMS.  On the other hand, Atty. Romeo P. Benitez, Chief, Trial and Investigation Division of DILG-Central Office expounded on the powers, duties and functions of the Sangguniang Barangay as Legislative Body as well as the parliamentary rules and procedures that should be followed during the conduct of meetings or sessions and the process in Crafting an Ordinance and Resolution.  In a workshop, participants were asked to craft sample ordinance and resolution based on designated committees.

   RD Dijan presented some techniques of Parliamentary Rules and Procedures while Atty. Myron C. Cunanan, Legal Officer, DILG-R3 tackled Administrative Investigation for the elected barangay officials and the Three Fold Accountability of Elective Officials.

   During the closing activity, the participants expressed their thanks and appreciation for such informative and relevant training.
