RA 10121 (Disaster Risk Reduction Management Act of 2010), RA 9729 (Climate Change Act) and RA 6975 (DILG Act) mandate the Department of the Interior and Local Government as Vice-Chairperson on Disaster Preparedness in the NDRRMC to build the capacities of LGUs to effectively address and mitigate the impacts of disaster and calamities by formulating plans, policies and programs.


In response to this, the DILG initiated and developed a comprehensive program entitled Enhancing LGU Capacity on Climate Change Adaptation and Disaster Risk Reduction Management. It has three (3) components namely: (1) Diagnostic- evaluation, assessment and checking of capacity and resources of LGUs in terms of disaster preparedness; (2) Institutional Capacity- orientation-briefing on DRR/CCA, Mainstreaming DRR/CCA into the Local Processes and Systems; and (3) Infrastructure Audit and Financial Resources.


This year, DILG R3 has targeted three (3) pilot LGUs in the Region with which to conduct two locally funded trainings on Mainstreaming DRR/CCA into local processes. The Province of Tarlac and its three LGUs –Tarlac City, Capas and Gerona are the first beneficiaries of this program.


The first activity was the Training on Rationalized Planning System held on January 24-25, 2012 at Maharajah Hotel, Angeles City. A total of 85 participants attended the activity to include the Sangguniang Panlungsod/Pambayan Chairman on Appropriations, four (4) representatives from each Sectoral Committees and DILG Personnel. It was designed to enhance the pilot LGUs capacity on Disaster Risk Reduction and Climate Change Adaptation by mainstreaming DRRM/CCA into Local Development Plans particularly on their Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP).


One of the highlights of the activity was the MOA signing between DILG R3, Bureau of Fire Protection Region 3 and the three pilot LGUs of Tarlac represented by their respective LCEs, on the provision of subsidy fund that shall be used for the procurement of early warning systems, preparedness equipment and other equipage.
Another component of this activity was the Community-Based Disaster Risk Management (CBDRM) Training held on January 26-28, 2012 at the same venue. This training was designed to capacitate one representative from each sectoral group, Punong Barangay and Kagawad from the five identified barangays from each LGU which are most vulnerable to disasters, on CBDRM. It was divided into four modules: (1) Municipal/Barangay Disaster Situation; (2) DRRM, CBDRRM and Adaptation; (3) Preparedness and Mitigation Risk Reduction Measures; and (4) Flood Preparedness and Mitigation Planning. Resource Speakers from Center for Disaster Prevention Foundation Inc. were invited to discuss these modules. Furthermore, two representatives from Bureau of Local Government and Development were present to monitor the activity and share their insights.


As a concluding activity, participants were required to make action plans and produce different tools (Hazard Mapping, Historical Timeline, Social Venn Diagram, 3Ks and Historical Profile) which can be useful in the formulation of their DRRM Plans.

Proclamation No. 260, dated September 30, 2011, issued by President Benigno S. Aquino III, declares that the last Saturday of March and the second Sunday of October 2011, and every year thereafter as Barangay Assembly Days.

This year, the Barangay Assembly Day for the first semester of CY 2012 is set on March 31, 2012 as stated in Memorandum Circular No. 2012-29, dated February 10, 2012, issued by DILG Secretary Jesse M. Robredo.


In order to ensure compliance of barangay officials, DILG-3 Regional Director Florida M. Dijan had advised the Provincial/City Directors and Cluster Team Leaders thru a Memorandum dated February 23, 2012 to circularize said MC to all Local Chief Executives and others concerned. All City and Municipal Mayors are enjoined to ensure compliance and maximum participation of all barangays in the said activity in their respective jurisdictions.

Relative to this assembly, all barangays are enjoined to present the State of Barangay Address (SOBA) with emphasis on CY 2011 Second Semester Accomplishments, Financial Reports and Updates on CY 2012 First Semester on-going programs. Issues or concerns affecting the barangay such as Peace and Order situation, Disaster Preparedness, Solid Waste Management and the implementation of the Aksyon Barangay Kontra Dengue (ABKD) particularly on regular clean up activities shall also be discussed.

Furthermore, barangay officials shall confer with the barangay folks the National Greening Program particularly the responsibilities of the barangay in the production of seedlings for the nationwide synchronized planting on June 25, 2012 in celebration of the Philippines Arbor Day. Also, barangay officials are enjoined to prepare barangay assembly posters or banners to be posted or hanged in conspicuous places.

As stated in MC 2012-29, corresponding administrative complaint against barangay officials who fail to conduct a barangay assembly may be filed by any resident of the barangay, concerned citizen, governmental or non-governmental entity before the Sangguniang Panlungsod or Sangguniang Bayan concerned pursuant to Section 61 of the LG Code or to the Office of the Ombudsman pursuant to Administrative Order No. 07 or the “Rules of Procedures on the Office of the Ombudsman”, dated April 10, 1990.

The Department of the Interior and Local Government (DILG) Region 3 and the Province of Tarlac entered into a Memorandum of Commitment (MOC) for the mainstreaming of the Regular Barangay Clean Up in the Province of Tarlac as an expansion of the Manila Bay Clean Up, Rehabilitation and Preservation Project. The activity was conducted on January 31, 2012 in coordination with DILG Tarlac and was incorporated in the Infrastructure Development Planning Workshop of the Provincial Government at Hotel Stotsenberg, Clark Freeport Zone, Pampanga.

 The MOC was forged by Governor Victor A. Yap of the Province of Tarlac, all City/Municipal Mayors headed by LMP-Tarlac Chapter President Dennis Norman T. Go and Regional Director Florida M. Dijan of DILG R3. Also present during the event was DILG Tarlac Provincial Director Dennis D. Villaseñor, OIC-MED Chief Lerrie S. Hernandez, members of the Vice-Mayors League and City/Municipal Planning and Development Officers (C/MPDOs).

 The partnership arose as part of the LGUs’ initiative to signify their commitment in the regular cleaning of the major/minor rivers and waterways within the province. The event also highlighted that the inter-LGU collaboration was not only limited to the six (6) city and municipalities covered by the Manila Bay Watershed Area, but was expanded to all the LGUs of the province.

 In his message, Governor Yap expressed his appreciation in creating partnerships that promote synergy among LGUs and he also assured that LGUs under his leadership will continue to work with DILG as their partner for good governance.

With the growing concern of the Legislative-Executive Development Advisory Council of the City of San Fernando to address the occurrence of natural disasters and calamities, the City of San Fernando had requested the DILG Region III to provide the necessary technical assistance in coordination with appropriate National Government Agencies involved in Disaster Risk Reduction and Management, in the formulation and completion of the City Disaster Risk Reduction and Management Code. Said Code will be based on Republic Act 10101.


Along this line, Mayor Oscar S. Rodriguez and Regional Director Florida M. Dijan had formally forged an agreement on January 6, 2012 at the Heroes Hall, City of San Fernando. The said activity was witnessed by all the Department Heads who formed part of the Technical Working Group who will work with DILG Region III staff. The proponent of the project, SP Member Redentor S. Halili and SP Member Ruperto D. Dumlao were also present to witness the signing of a Memorandum of Agreement that indicates a breakthrough for DILG Region III and the City of San Fernando.

The Sangguniang Panlungsod of the City of San Fernando has vowed to cause the immediate preparation of the City Disaster Risk Reduction and Management Code to put in place measures that will ensure the preparedness, capability to manage and adapt to the situation before, during and after every calamity. Furthery, they envisioned that the code shall serve as the masterplan to counter the adverse effect of natural calamities and man-made disasters to lives and properties in the city.

In response to Disaster Risk Reduction and Management (DRRM) Act of 2010 and RA 9729 or Climate Change Act (CCA) of 2009, the Department of the Interior and Local Government has initiated and developed a comprehensive program on “Enhancing LGU Capacity on Climate Change Adaptation and Disaster Risk Management”. It is designed to build capacities of local government and communities in mainstreaming disaster risk reduction and climate change adaptation into local development processes. It also aims to improve their awareness and appreciation of the links between intensifying disasters and creeping climate change, at the same time address the challenges accompanying these situations.

The training program has four major components namely: Institutional Development; Diagnostics; Integration of DRR and CCA to Planning and Investment; and Infrastructure and Access to Financing.

The program started with the Basic Orientation on DRRM and CCA for the provinces of Tarlac, Pampanga and Zambales conducted in five schools. The 1st school was composed of nine LGUs of Tarlac (October 26-27, 2011), 2nd school was attended by ten LGUs of the same province (November 8-9, 2011), 3rd school was from the 11 LGUs of Pampanga (November 10-11, 2011), 4th school was composed of another 11 LGUs of Pampanga (November 15-16, 2011) and 5th school was attended by 14 LGUs of Zambales (November 17-18, 2011). These activities, conducted by DILG Region III in partnership with the Local Government Academy were all held at Maharajah Hotel, Angeles City.

It was participated in by eight members LGU Team composed of Local Chief Executive or Local Administrator, Local Disaster Risk Reduction Management Officer, Local Government Operations Officer, Local Planning and Development Officer, Local Social Welfare and Development Officer, Local Health Officer, Local Engineering Officer and Liga ng mga Barangay Federation President.

The activities, graced by DILG R-3 Regional Director Florida Dijan also provided an appropriate venue for a partnership with other national and local stakeholders through the provision of their technical expertise on DRRM-CCA. They include the training team of the Office of Civil Defense Defense led by Dir. Josefina Timoteo, PAG-ASA Weather Forecasters, Olongapo City DRRM Office and Candaba Mayor Hon. Jerry Pelayo.

DRRM/CCA trainings for the province of Aurora and Cities of Angeles and Olongapo are scheduled on December 1-2, 2011 and on December 8-9, 2011 for the province of Bataan and Balanga City.

he Department of the Interior and Local Government Region III in partnership with the Local Government Academy conducted an activity entitled: Change Management—Changing Gears towards Greater Productivity: “Creating a Common Roadmap for DILG R-3” cum Year End Evaluation on December 14-16, 2011 held at Hotel Henrico, Baguio City.

The program is designed to provide the participants’ knowledge on the operational change agenda of the Department and eventually make them change agents/leaders of the Department. The activity also intends to explain the concept of change process; recognize the need for change and the urgency in which change needs to happen; recognize and discuss the DILG’s Change Agenda; Identify Priority Programs of the Department vis-à-vis the priority governance of the Aquino Administration; identify criteria and roles of Change Agents/Leaders; define and prepare plans on how to execute the DILG Change Agenda at the field level.

The activity, which was attended by 237 participants also made the venue for the presentation and evaluation of the 2011 Region 3 accomplishments on Department’s program outcomes.

Regional Director Florida M. Dijan, in her opening message, expressed deepest gratitude to the Central Luzon Team’s achievements over the past year. She stressed that 2011 has been a very busy year but 2012 shall be busier. Policies change over time and the changing roles of LGOOs should meet the new expectations of DILG’s clientele. She added that our activities next year should be contextualized within the growing times to meet the evolution of needs and the metamorphosing demands of the LGUs. She mentioned also that the DILG Region 3 should have a balanced external and internal program due to our changing environs.

On the other hand, ARD Jonathan Paul M. Leusen, Jr. presented and discussed thoroughly the topics from Session 2 to Session 7. Session 1 was about the reason for Change. The Audio Video Presentation of the DILG Reform Agenda was put on view. Individually, participants reflected on the questions: Why change? What is this for? Will this benefit my family? Why am I doing this? What will the future look like for me, my family, the communities I serve, the country? Is it worth pursuing? They reviewed DILG’s vision, mission, core values, goals and objectives and had a reality check on “Where are we as a Department in relation to these? What has worked? Where are the gaps?” Participants after the said workshop, shared their answers to the group.

Sessions 2-7 were about Introduction to Change Management and Theory of Change Objectives, Aligning with the Outcome, Creating the Output, Developing a Pathway of Change per Output, Identifying Interventions, Developing Indicators and Narrative and Presentations.
