   Three of the 7 Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) Program beneficiaries of Region 3 had received the first tranche (50%) of their allocation namely, Doña Remedios Trinidad (DRT) in Bulacan, Lubao in Pampanga and Llanera in Nueva Ecija amounting to P3.5 Million Pesos, P1 Million Pesos and P1.5 Million Pesos, respectively.

   Of the 7 beneficiaries, Doña Remedios Trinidad, Bulacan was identified as a waterless municipality and is entitled to receive P7 Million Pesos.  On the other hand, the Municipalities of Llanera in Nueva Ecija, Dinalupihan in Bataan, Concepcion in Tarlac,  and Baliwag, Bulacan will receive P3 Million Pesos each while the Municipality of Lubao in Pampanga will receive P2 Million Pesos for their waterless barangays.  In addition, San Antonio, Nueva Ecija is also a recipient of P1 Million Pesos for its Rural Health/Lying-In clinic.

   SaLinTubig program is one of the priority programs of the Aquino Administration which aims to increase the access of waterless services to the waterless population, reduce the incidence of water-borne and sanitation related diseases and improve access of the poor to sanitation services in the entire country. It is being jointly implemented by 3 National Government Agencies composed of the Department of the Interior and Local Government (DILG), National Anti-Poverty Commission (NAPC) and Department of Health (DOH).

   The Department of the Interior and Local Government Region 3 staff together with the Provincial Offices of Nueva Ecija and Pampanga joined the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) in the conduct of its Broadcastreeing Tree Planting Activity last October 13, 2012. 

   The activity is in line with the National Greening Program which aims to counter the adverse effects of global warming and climate change through the direct participation of the community in activities such as tree planting and seminars which raise awareness and encourages the involvement of the people.

   The affair was held simultaneously in two places; (1) Megadike, Bacolor, Pampanga & (2) Palayan City, Nueva Ecija which was participated by various agencies such as BFP, DENR, Phil. Army, BJMP, PNP and DILG totaling an attendance of more than 1,000 personnel.

   The event started at 6:30am with a parade led by the BFP, PNP & Phil. Army followed by the tree planting activity proper. Afterwards, the participants ended the day with a snack provided by the DENR, photos taken to remember the event and a new planted seedling which will serve as a symbol of hope and stewardship towards the environment.

    The Department of the Interior and Local Government in Region III, headed by RD Florida M. Dijan has organized and presided the Consultative Conference of the Regional Peace and Order Council (RPOC) in Central Luzon on September 11, 2012 at Red Rickshaw, City of San Fernando, Pampanga.

    During the conference, issues and concerns on criminality, insurgency, illegal drugs and prosecution were presented by representatives from Police Regional Office (PRO) III, Philippine Army (PA), Philippine Drug Enforcement Agency (PDEA) and Department of Justice (DOJ), respectively.  

   One of the agreements reached during the consultation is to request COMELEC to encourage candidates for the forthcoming election to voluntarily submit themselves to drug test.  Another important agreement is to strengthen the Barangay Anti Drug Abuse Council (BADAC).  

   The council shall also furnish a copy of the minutes of the conference to DOJ to help the region address the issue on jail decongestion.  Angeles City Mayor Edgardo Pamintuan said that there are detailed prisoners whose imposable penalty are lesser than the time they spent in jails.  Zambales Governor Hermogenes Ebdane, Jr. added that the Five Pillars of Criminal Justice system namely: Law Enforcement, Prosecution, Court, Penology and Community shall be strengthened.            

   On illegal drug issues, Pampanga Governor Lilia Pineda asked PDEA for concrete solutions in order to totally stop the proliferation of illegal drugs.  According to her, one possible solution is to work hand in hand with Local Government Units and together make and implement plans that will eventually address this problem.  

   Awaiting the appointment of the RPOC 3 Chair, the body unanimously agreed to designate Regional Director Florida Dijan as OIC RPOC Chairwoman.   The RPOC is the body that ensures a more comprehensive and effective coordination of government efforts and active participation of citizenry in the campaign against criminality and insurgency. 

   During the conference, RPOC Sub-Committees were also created namely: Committee on Crime Prevention and Conflict Resolution to be chaired by Gov. Ebdane, Committee on Anti-Terrorism to be headed by Bulacan Gov. Wilhelmino Sy-Alvarado, Committee on Anti-Insurgency to be chaired by Gov. Pineda and Committee on Illegal Drugs under the headship of Mayor Pamintuan.  

   Gov. Ebdane, Gov. Pineda, Mayor Pamintuan, C/Supt. Edgardo Ladao of PRO3, Maj. Gen. Allan Luga of the 7ID, Philippine Army and Gen. Gregorio Pio Catapang of 703rd Brigade, Philippine Army shared brief messages and pledged to intensify efforts in order to address pressing issues on criminality, insurgency and illegal drugs.  

    As tribute to Secretary Jesse Robredo, a video presentation was shown at the end of the conference.

DILG-3 Regional Director Florida M. Dijan during her interview with GNN 44 said that incoming DILG Secretary Mar Roxas will definitely continue the programs initiated by Sec. Robredo such as the Full Disclosure Policy (FDP), Seal of Good Housekeeping (SGH) and Seal of Disaster Preparedness (SDP).  RD Dijan also said that in Region 3, one important program to carry out is the continuous call to having business friendly communities.  She pointed out the 100% adoption of the Business Permit and Licensing System (BPLS) Streamlining Program by all Local Chief Executives in Central Luzon.

DILG Region 3 joins the nation as we all pray for the repose of the soul of our beloved and well respected leader. May the seed of good governance that Secretary Jesse M. Robredo sowed continue to inspire all of us as we try to follow his shining example of a good public servant.  He is such a great loss in the national government particulary his noble contribution in the pursuit of."Tapat na Palakad, Bayang Maunlad."

     The American Chamber (AmCham) Foundation of the Philippines, Inc., in coordination with DILG Region 3, donated relief goods to the flood victims of Sto. Tomas, Pampanga on September 5, 2012 at the town’s Municipal Hall.  Beneficiaries were 200 affected families as identified by their Municipal Social Welfare Development Office (MSWDO).  

   The relief distribution was led by DILG R-3 Regional Director Florida Dijan, Asst. Regional Director Abraham Pascua and Pampanga Provincial Director Angelina Blanco together with AmCham Program Manager Maria Delia Fe Hilario.

   RD Dijan stated that DILG recommended to AmCham the municipality of Sto. Tomas as the foundation’s recipients of the relief goods since it was one of the worst hit areas by “Habagat” in Pampanga.   

   On the other hand, Ms. Hilario said that one of their foundation’s activities after the onslaught of Monsoon Rain, “Habagat” is disaster relief operations for flood-stricken victims in the different areas of the country.
