RD Florida Dijan urges everyone to cooperate with their barangay officials toward attaining development at the barangay level while ARD Abraham Pascua leads the recital of the Panunumpa sa Mabuting Pamamahala tungo sa Matuwid na Landas

DILG-3 Regional Director Florida M. Dijan together with Assistant Regional Director Abraham A. Pascua and other Regional Office personnel attended Barangay Assembly Day of San Pascual, Sto. Domingo, Nueva Ecija on October 14, 2012.  San Pascual is Region 3’s showcase barangay this semester.

President Benigno S. Aquino III has issued Proclamation No. 260 dated September 30, 2011, declaring the last Saturday of March and the second Sunday of October 2011, and every year thereafter as Barangay Assembly Days.

Punong Barangay Juanito Sana of San Pascual delivered his State of Barangay Address (SOBA) highlighting the different accomplishments of the barangay in the areas of Governance, Transparency, Participation, Administration, Customer Service, Human Resource Management and Development and Social Services.

Among his significant accomplishments are strict implementation of Zero Waste, Zero Kalat, ban in cutting trees, no to noise pollution, massive information education campaign on illegal drugs, VAWC implementation, approval and posting of annual budget, maintenance of barangay health and nutrition center facilities, identification of evacuation centers during calamities and giving of libreng gamot.

These were presented after DILG R-3 Monitoring and Evaluation Division Chief Lerrie Hernandez gave an overview of the conduct of barangay assembly and its relevance.

Regional Director Florida Dijan, on the other hand congratulated the Punong Barangay and the Sangguniang Barangay and other local officials for coming up with such important activity.  She likewise expressed appreciation to the representatives of different National Government Agencies for their participation.

The Department of the Interior and Local Government Region 3 conducted an Orientation-Briefing for Provincial/City Full Disclosure Focal Persons on FDP Portal on September 25, 2012 at the Regional Office Conference Room, Maimpis, City of San Fernando, Pampanga.

The activity is in consonance with DILG MC No. 2010-83 entitled, “Full Disclosure of Local Budget and Finances, Bids and Offerings”, as amended through the DIALOG Trust Fund which designed the FDP Portal.

DILG R3 Director Florida M. Dijan, a proponent of Full Disclosure Policy, stressed that FDP is one of the Department’s priority programs and legacies of the late SILG Jesse M. Robredo.  On the other hand, OIC-MED Chief Lerrie S. Hernandez, concurrent LGPMS Regional Focal Person explained the features of the portal and the process of uploading the required financial documents by the LGPMS encoder at the municipal, city and provincial government levels.  She said that it is a subset of the Local Governance Performance Measurement System (LGPMS), thus enabling the public to view, download, and print local government financial documents on-line.

Ms. Gracela A. Ortiz and Mr. Reymon L. Romero of the Department of Budget and Management were also invited to address questions encountered by Field Offices on the Philippine Government Electronic Procurement System or PHILGEPS.  Queries raised were in relation to PHILGEPS posting which is also one of the requirements in the Seal of Good Housekeeping Program of DILG in addition to FDP.

The LGRRC assessment aims to reiew the performance of LGRCs towards making the DILG a knowledge-centric organization.  Asst. Regional Director Abraham Pascua, LGRRC-3 program manager, together with all the members participated in the two-day activity.

RD Florida Dijan, in her message, said that the result of the assessment will be very constructive in further improving the existing LGRRC operations both at the region and field level.

During the assessment, the team of assessors validated the present Knowledge Management (KM) strategies being employed in the LGRRC as well as systems and procedures in place which are contributory factors to its institutional development.  Workshops on Strengths/Weaknesses/Opportunities/Threats (SWOT) on people, technology, process, knowledge assets, social network and the LGRRC-3 team were also done.

The site validation is the second phase of the assessment process being conducted by LGA with the involvement of LGRRC members in different regions.  This is a follow-through activity of the Monitoring and Evaluation (M&E) Forum held in Cebu City last July 2012 which oriented the participants on the tools for assessing LGRC operations to prepare them as assessors.

The Department of the Interior and Local Government Region III conducted a Trainers’ Training of the Good Practices in Local Governance: Facility for Adaptation and Replication   (GO-FAR) on September 19-20, 2012 at the DILG Regional Office III Conference Room.

DILG R-3 Regional Director Florida M. Dijan in her message encouraged the participants to come up with documented good practices of their respective Local Government Units for replication of other LGUs.  She likewise mentioned the importance of informing the public of what the DILG is doing.

On the other hand, DILG R-3 Assistant Regional Director Abraham A. Pascua said that it is important to seriously implement the GO-FAR project considering the benefits that it may give to the LGUs.  Furthermore, he stated that Central Luzon has many good practices which only need to be documented for others to replicate.

Regional and provincial GO-FAR teams of this region together with the representatives from San Luis, Aurora attended the training which was facilitated by BLGD-LADD Division Chief Susita G. Bulawit.  The two-day training aims to provide the teams with new knowledge on GO-FAR, criteria of a good practice, replication concepts, processes/guidelines, and additional skills in writing replicable good practices in local governance.

Five modules were presented through a lecture/discussion. Each module helped the trainers develop their skills on how to replicate and/or document the good practices of LGUs. After which the participants had undergone workshops, wherein each team were tasked to write a good practice of an LGU in their respective areas. Likewise, they were tasked to create advocacy materials for social marketing. This activity empowers the capacities of LGUs to replicate good practices and become models for other LGUs. Lastly, each GO-FAR team went through action planning for the full-blown documentation of their LGU good practice.
