Participants from the Province Aurora and Zambales as DILG emphasizes the relevance of the Training on Contract Management and Construction Supervision to the provisions of the DILG-DBM JMC No. 2017-2 (CMGP Guidelines) dated April 26, 2017.
DILG Aurora, headed by Provincial Director, Atty. Ofelio A. Tactac Jr., CESO V, in partnership with DILG Zambales, carried out a successful conduct of the activity entitled, “Training on Contract Management and Construction Supervision” on September 16-18, 2019 at Vista Marina Hotel and Resort, Subic Zambales. The activity catered a total of 41 participants composed of the technical staffs from Provincial Government of Aurora and Zambales together with DILG personnel from both provinces.
This training is one of the identified most needed capacity development intervention of the two provinces for FY 2019, as indicated in their Annual Reform Action Plan (ARAP). This ARAP is a section under the Provincial Governance Reform Roadmap (PGRR) which represents a one-year slice of consolidated plan of activities with clear objectives and deliverables, timelines, responsible office/ focal persons, budgets and support agencies.
PGRR is one of the innovative approaches of the Conditional Matching Grant to Provinces (CMGP) Program for FY 2018. CMGP is a governance and institutional program of the National Government on Local Road Management (LRM) and Public Financial Management (PFM) of the provincial governments. It is a partnership program between the Department of the Interior and Local Government (DILG) and Department of the Budget and Management (DBM) to partly address the poor state of provincial roads across the country and to improve the capacity of provinces in LRM and PFM.

The three (3) - day training on CMCS intends to enhance the capacity of all concerned functionaries/ technical staff in terms of Local Road Construction and Management and to ensure that such will be implemented in accordance with the provisions of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 in conjunction with all applicable GPPB Resolutions.
Engr. Ryan M. Cabarubias and Engr. Bryan Jeramiah L. Mercado of DPWH - Bureau of Construction served as the Resource Speakers. The topics discussed by Engr. Cabarubias include the following: Variation Order, Time Variance, Price Escalation, Extraordinary Claims and Contract Termination, while Engr. Mercado talked about Procurement Planning, Preparation of Bid Documents (BDs), Contract Perfection, Contract Implementation and Project Close Out.

PD Ofelio A. Tactac Jr. CESO V of DILG Aurora and PD Armi V. Bactad CESO V of DILG Zambales graced the activity with their very inspiring message. PD Tactac emphasized the importance of the training, how it will benefit the local functionaries in the implementation of Locally-funded projects and how it will improve the quality of services rendered by LGUs.
