     RD Florida Dijan leads the awarding of check to BUB-Access Road project of Lubao, Pampanga. Also in photo are Mayor Mylyn Cayabyab of Lubao, Pampanga, DILG Pampanga PD Myrvi Apostol, CDD Chief Martin Porres Moral and other Lubao local officials DILG R-3 has released checks with a total amount of PhP 85,284,841.43 in Calendar Year 2014 for eighty nine (89) DILG-funded projects on the Bottom-Up Budgeting (BUB) and Incentives and Awards Program.

      Funded projects are the following: 

a.) thirty nine (39) Local Access Road projects amounting to P32,617,060;  

b.) seventeen (17) potable water supply system projects amounting to P8,088,031.43; 

c.) three (3) Disaster Risk Reduction and Management (DRRM) projects amounting to P3,579,750; and 

d.) various projects amounting to Php 41M under the Performance Challenge Fund (PCF).

     The BUB is an approach to preparing the budget proposal of agencies, taking into consideration the development needs of cities/municipalities as identified in their respective local poverty reduction action plans that shall be formulated with strong participation of basic sector organizations and other civil society organizations.  This is in pursuit of attaining the Philippine Development Plan’s goal of inclusive growth and poverty reduction, and promoting good governance at the local level. 

      On the other hand, the Performance Challenge Fund (PCF) for Local Government Units is an incentive fund in the form of counterpart funding to high-impact capital investment projects in the Annual Investment Program (AIP) and funded out of the 20% Local Development Fund consistent with national goals and priorities. It shall seek to rationalize national government intergovernmental transfers to LGUs, and encourage alignment of local development initiatives with national government development agenda and priorities.
