Peace has always been one of the crucial aspects that stimulates and sustains progressive local development. It allows individuals and communities to fully develop their potential, attain progress, and enjoy the blessings of democracy within the confines of their constitutional rights.


Cognizant of such contemplation and the fact that the Local Government Units (LGUs) are the forefronts of local development, the Department of the Interior and Local Government (DILG) Aurora, in collaboration with the Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC), though its LGRC: Tambuli launched its very own program tagged as “PEACE”, which stands for Performance Enhancement and Compliance Evaluation last January 18, 2023. Primarily, it is a program to enhance the performance of local peace and order and anti-drug abuse councils vis-à-vis the effective and efficient execution of their legal mandates and initiatives to sustain peaceful, orderly, and safe communities.


PEACE, throughout the year after its inception, was able to provide a series of capacity development (CAPDEV) interventions and technical assistance to POCs and ADACs at all levels to improve their capability in ensuring and maintaining peace and order and public safety within their respective localities. To determine the effect thereof and in pursuit of more responsive and data-driven CAPDEV interventions, the DILG Aurora spearheaded the conduct of an in-depth evaluation and assessment of the actual performance of MADACs and MPOCs on April 12, 2024 and April 19, 2024, respectively.


With this, the assessment team, which is composed of PNP, PDEA, BFP, BJMP, and CSOs, were able to determine the functionality of the Municipal POCs and ADACs in terms of the execution of their duties, particularly in the implementation of different programs, projects, and activities (PPAs) and innovations, and outcome or development results of their initiatives, among others. As part of the highlights of the activity, the team were able to thresh-out performance gaps that, if not addressed, might eventually undermine their efforts to improve or sustain their functionality. Corollary, feasible interventions that can be employed by the PPOC and PADAC and concerned component councils were determined. Moreover, the team was able to profile different initiatives and/or innovations which can be shared among and between the councils.
