AURORASKTREASTRThe Department of the Interior and Local Government Aurora, headed by Provincial Director Ener P. Cambronero, CESE, with its partnership with the Technical Education and Skills Development Authority (TESDA) Aurora, in coordination with SK Panlalawigan Pederasyon President, Hon. Lloyd Alsen Delos Reyes and the Municipal Local Youth Development Officers of the 8 municipalities of Aurora, spearheaded the Community-Based Bookkeeping Training for Sangguniang Kabataan (SK) Treasurers, on January 22, 2024 in Dipaculao, Aurora.

For the first batch of training, the newly-appointed SK Treasurers from the municipalities of Baler, San Luis and Dipaculao were clustered to undergo the five-day intensive training on bookkeeping.

The five-day face-to-face training that will run from January 22-26, 2024, is composed of different modules which consists the following:

  • Overview of the Accounting Cycle, Introduction of Source Documents, List of Account Titles to be used by the SK, Introduction to Government Accounting (for SK);
  • Policies on Receipts/Collections and Deposits;
  • Policies on Disbursements/Payments;
  • Brief Overview of RA 9184 and its 2016 Implementing Guidelines; and
  • Introduction to Accounting Registries, Financial Reports and Annexes.

Pursuant to Republic Act No. 11768 or the Act Strengthening the Sangguniang Kabataan, Institutionalizing Additional Reforms to Revitalize Youth participation in Local Governance and by Providing Honorarium, Other Benefits, and Privileges, amending for the Purpose certain Sections of Republic Act No. 10742, otherwise known as the “Sangguniang Kabataan Reform Act of 2015”, all appointed Sangguniang Kabataan Treasurers shall undergo a mandatory bookkeeping training from, and be duly certified by, the Technical Education and Skills Development Authority (TESDA) in order to assume office.
