Botolan, Zambales Municipal Mayor Doris E. Maniquiz, together with the local government unit’s Public Order and Safety (POPS) cluster — called on the stakeholders’ participation in promoting the safety, health and wellness of the Botoleños’ by doing their share to ramp up the vaccination turnout of the municipality— during its 4^th quarter 2021 joint Municipal Peace and Order Council, Municipal Anti-Drug Abuse Council, Municipal Task Force- End Local Communist Armed Conflict and Municipal Disaster Risk Reduction and Management Council meeting on December 2, 2021 at the Municipal Hall Grounds.

Mayor Maniquiz, in her message underscored that vaccination remains the top protection of oneself especially that a new variant, Omicron has been detected and may also reach the country in a matter of time.

“Patuloy po tayong mag-iingat lalo ngayon na may bagong variant na mas nakakahawa. Kung kaya’t mahalaga na tayo po ay magpapabakuna. Tayo po ay medyo nahuhuli sa buong lalawigan.. mababa ang case natin ng pagpapabakuna, kaya nakikiusap po ako dahil ito lamang po ang paraan upang makaiwas tayo sa malubhang sakit… para na rin po mag-normalize na ang ating pamumuhay, once magkaroon tayo ng herd immunity… [kung saan] mas marami na ang bakunado at di na magkakahawahan.. maibabalik na ang dating sigla ng ating bayan. Kaya sana magpabakuna na po lahat,’’ she said, reiterating that vaccines work best against the disease.

CASTILLEJOS POPS CLUSTER EXAMINES PEACE AND ORDER AND PUBLIC SAFETY CHALLENGES IN 2021, RENEWS COMMITMENT TO PUBLIC WELFARE

The Municipality of Castillejos' Peace and Order and Public Safety (POPS) Cluster convened at the Municipal Building Rooftop on November 26, 2021, to examine the various challenges of peace and order and public safety that impact the municipality.

Hon. Mayor Eleanor D. Dominguez and the cluster, which included members of the Municipal Peace and Order Council (MPOC), Municipal Anti-Drug Abuse Council (MADAC), Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC), Municipal Disaster Risk Reduction and Management Council (MDRRMC), Municipal Council for the Protection of Children (MCPC), Local Committee on Anti-Trafficking and Violence Against Women (LCAT-VAW) and the Local Project Monitoring Council (LPMC), discussed the issues and concerns, accomplishments and plans for the remainder of the year in the areas of peace and order, illegal drugs, insurgency, health, and violence against women and children, as well as the implementation of locally funded projects.

The cluster meeting also served as a venue to discuss the municipality's plan and readiness for the National Vaccination Days, which will be held on November 29-December 1, 2021. The Barangay Officials and their Barangay Based Institutions likewise joined the POPS Cluster members via Google Meet.

DILG Zambales and partner NGAs team-up to intensify community-based drug rehabilitation efforts of LGUs

The Department of the Interior and Local Government of Zambales (DILG Zambales) headed by Provincial Director Armi V. Bactad, CESO V, facilitated the conduct of the province-wide Orientation on Community-Based Drug Rehabilitation Program (CBDRP) Policies on November 22, 2021 via zoom meeting platform, to further strengthen the capacities of local government units towards their anti-drug abuse and clearing efforts.

The activity was participated in by Local Health Officers, Local Social Welfare Development Officers, Chiefs of Police (COPs), Anti-Drug Abuse Council (ADAC) LGU Focal Persons and Liga ng mga Barangay (LnB) Presidents from the thirteen (13) local government units (LGUs), including the Provincial Government of Zambales.

The said undertaking was co-facilitated by the Department of Health (DOH), Philippine Drug Enforcement Agency (PDEA), Department of Social Welfare and Development (DSWD), and Regional Juvenile Justice and Welfare Council (RJJWC).

DILG Zambales, PHO gear up LGUs on the new COVID-19 Alert Level System

The DILG Zambales led by Provincial Director Armi V. Bactad, CESO V, conducted the “Provincial Roll Out on Enhancing COVID-19 Contact Tracing Work: Advanced Guide for Local Governments and Contact Tracers – Orientation on the Guidelines on the Implementation of Alert Levels System for COVID-19 Response in Pilot Areas” on November 24, 2021 via zoom meeting platform. The activity aims to inform the local government units (LGUs) with public health and social measures to be taken in the implementation of the new alert levels system.

The orientation for the thirteen (13) municipalities of Zambales was participated by over 300 participants, which were composed of DILG-hired Contact Tracers, LGU Contact Tracers, together with Philippine National Police (PNP) and Bureau of Fire Protection (BFP) personnel acting as contact tracers, members of Barangay Health Emergency Response Team (BHERT) and LGU volunteers from the province of Zambales.

In her message, PD Bactad expressed her sincerest gratitude to all participants who actively took part in this activity, especially to all local and national governments with their continuous efforts through strategic planning towards a safe and protected nation.

She also stressed that minimum public health standards should be continuously adhered to despite the gradual decreasing of COVID-19 cases in the Province. PD Bactad further emphasized that being vaccinated is a social responsibility - the DILG Provincial Director explained that by being vaccinated, one is not simply securing their own protection from the virus, they indirectly secure the protection of the individuals around them as well.

“Whole of government, whole of nation approach po itong ginagawa natin, lahat po tayo ay stakeholders sa war na kung saan ang kinakaharap po natin ay hindi natin nakikita ang kalaban,” PD Bactad emphasized.

LGOO VI Dan A. Esteban, Municipal Local Government Operations Officer (MLGOO) of LGU- San Narciso discussed the Salient features of the Guidelines on the Implementation of Alert Levels Systems for COVID-19 Response in Pilot Areas. LGOO VI Esteban explained that the alert level systems are the new Community Quarantine Classifications to be adopted for a more strategic way of dealing with COVID-19. This shall cover entire provinces, cities, municipalities and/or regions, as may be deemed necessary— aiming to manage and minimize the risk of the disease through System Indicators, Triggers and Thresholds determined by the IATF. The system serves as a guide to specify the public health and social measures to be undertaken in relation to the COVID-19 response, and may be updated based on new scientific knowledge, information about the effectiveness of control measures in the country and overseas, and its application.

Afterwards, Dr. Madonna Rodriquez-Alegado from Provincial Health Office (PHO) presented the Updates on the Vaccination Program in the Province. Dr. Alegado also shared the Philippine National and Vaccination Plan for COVID-19, in order to educate the participants on the importance of being vaccinated to expedite the nation’s transition to the new normal.

DILG Zambales, Provincial Validation Team assess 13 Pilot Barangays for SGLGB to produce Champions of Good Barangay Governance

The Department of the Interior and Local Government of Zambales (DILG Zambales) headed by Dir. Armi V. Bactad, CESO V— provincial validation team chairperson, led the conduct of the Provincial Validation for the 2021 Pilot Testing of the Seal of Good Local Governance for Barangay (SGLGB) reviewing the entries of the thirteen pilot barangays from the municipalities of Zambales on November 16, 2021 via Zoom Meeting Platform. The activity aims to further assess, garner ideas and devise mechanisms in enhancing the SGLGB implementation.

PD Bactad, in her message, emphasized that the significance of the pilot testing is to provide inspiration and encouragement to all barangays. “We hope that with this pilot testing, ay mabigyan natin ng inspiration at encouragement ang ating mga barangays to exhibit their high level of performance in barangay governance. This is not a competition among the barangays, but rather a competition among themselves, para ipakita [kung] gaano kaganda ang lebel ng pag-gogobyerno, especially, mula sa ating itinuturing na first line of defense – ang mga barangays,” PD Bactad said.

The provincial validation team composed of the following members assessed and evaluated the documents submitted by the 13 barangays: LnB Provincial Chapter President Hon. Raedag A. Villamin, Jr., Provincial Planning and Development Office Representative Ms. Racquel Tacdoy and Civil Society Organization (CSO) Representative Rev. Rosalio I. Mendoza, Jr. Also present to provide technical assistance were DILG Zambales personnel: Cluster Team Leader Judith B. Romero, LGOOs VI Shieralyn B. Esteban, Nedricks P. Canlas, and Jonnel B. Edillor, and LGOOs II Rose Ann D. Agostosa, Paulin Johanne L. Reyes and Aljon S. Bautista.
