SALINTUBIG Program provides grant financing and capacity development for planning, implementation and operation of water supply projects poorest barangays with high level of water-borne diseases, and resettlement areas and rural health units (RHUs) without access to safe water and Bottom-Up Budgeting (BUB) areas that propose water, and Bottom- Up Budgeting (BUB) areas that propose water supply system in the Local Poverty Reduction Plan (LPRAP).

   Twenty six (26) units shallow wells will be installed in barangay Lawy, Sto. Rosario and Cutcut I, while (15) deep well pumps will be installed in the western barangays of barangay Bueno, Maruglu , Sta. Juliana and Sta. Lucia. A total of 9, 830 households will benefit from the said financial subsidy under the Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) program.

   The LGU Capas, Tarlac was qualified for the financial subsidy for being consistent recipient of the Seal of Good Housekeeping Award [SGH] during the past years under the administration of MAYOR TJ RODRIGUEZ.

   With the dynamic leadership of MAYOR RODRIGUEZ, Capas is also in the forefront in using state-of-the-art computer technology to boost the delivery of services and improve the performance of personnel. It has won the grand prize in business licensing performance many times and is already a Hall of Famer in this aspect of local governance at the regional level.

   Capas also takes pride in being the first LGU in Central Luzon to have a representative from the indigenous people in the Sangguniang Bayan in the person of Councilor Kennedy S. Molina.
