The Department of the Interior and Local Government is currently validating all 137 Local Government Units (LGUs) in Central Luzon which are vying for the Seal of Good Local Governance (SGLG). The SGLG or Pagkilala sa Katapatan at Kahusayan ng Pamahalaang Lokal, which originated from the Seal of Good Housekeeping (SGH) program in 2010 aims to provide greater challenge to LGUs to carry on the practice of good governance while providing better services to their constituents.  

 

   Cross-posting scheme of DILG field personnel is being employed by the Department in validating LGUs.  Before the end of June, the Regional Assessment Team and Sub Regional Assessment Teams composed of DILG personnel and CSO representatives shall have completed the validation.    


   For an LGU to become an SGLG recipient, an LGU needs to pass all the three core assessment areas – Good Financial Housekeeping, Social Protection and Disaster Preparedness, and at least one from the essential assessment areas – Business-Friendliness and Competitiveness, Peace & Order or Environmental Management.


   LGUs meeting the minimum criteria shall be conferred with the Seal this October 2014 and will be able to access the Performance Challenge Fund and other national performance-based programs.

   LGUs which fail to complete the SGLG requirements will be given interventions such as capacity development on governance areas which necessitate improvement.
