DILG joins the unveiling of the 1st OCD-NDRRMC Humanitarian Response Depot in Clark, Pampanga

The National Disaster Risk Reduction and Management Council (NDRRMC) and Office of Civil Defense (OCD) have unveiled the First “OCD-NDRRMC Humanitarian Response Depot" in Clark, Pampanga.
The facility is one of the various initiatives implemented by the Spanish Agency for International Development Cooperation (AECID) and the Department of the Interior and Local Government (DILG), thru the Local Government Academy (LGA), to enhance the capacities of the OCD and the NDRRMC in the delivery and response action in relief operations.
The refurbished Philippine Air Force warehouse at the Air Force City in Clark is the first of the six storage facilities to be established in strategic areas in the country. For its part, AECID donated Php 26.4 Million for the purchase of a large list of humanitarian equipment. Managed by the OCD and NDRRMC, the facility can now serve as the primary coordination hub during large-scale emergencies, relief operations and pre-positioning of humanitarian supplies.
Held on March 25, 2014, the inauguration of the facility was graced by the Spanish Foreign Minister His Excellency Jose Manuel Garcia-Margallo together with Hon. Voltaire T. Gazmin, Secretary of the Department of National Defense and NDRRMC Chairman; Hon. Austere A. Panadero, DILG Undersecretary; Hon. Corazon “Dinky” Soliman, Secretary DSWD; and Hon. Enrique Ona, Secretary DOH. Also present were: Dir. Florida M. Dijan, DILG R3; Exec. Dir. Marivel C. Sacendoncillo, LGA; Dir. Josefina Timoteo, OCD 3; and Dir. Adelina Apostol, DSWD FU3. On the part of the beneficiary LGUs, the Provincial Government of Nueva Ecija headed by Governor Aurelio M. Umali and the City/Municipal Mayors of its component LGUs also attended the activity.
Delivering the message of the SILG, Usec. Panadero mentioned the shared vision of the Department and the Spanish Government in enhancing the capacities of Local Government Units in responding to disasters and mitigating their effects. He also made mention of a number of testimonies and the gratitude of beneficiaries in the Province of Nueva Ecija saying that the financial assistance granted by AECID played a vital role in uplifting their lives and enabling them to recover from the devastations of the past disasters that hit their province.
“On behalf of the province of Nueva Ecija and the rest of the Philippines, maraming, maraming salamat po” USEC. Panadero said in expressing his heartfelt gratitude to the Spanish Government.
On the other hand, Foreign Minister Margallo said that he prays that no natural calamities will hit the Philippines soon, but if in case there will be, he assured the Philippine Government that the Spanish Government will always be by its side.
DILG R3 Participates in the PhilHealth “ALAGA KA” Program

DILG R3 participated in the nationwide simultaneous launching of the “Alaga Ka Para sa Maayos na Buhay” or simply “Alaga Ka” by the Philippine Health Insurance Corporation (PHIC) held last March 24, 2014 at the Bren Z. Guiao Convention Center, High School Blvd., Brgy. Lourdes, City of San Fernando, Pampanga.
The ALAGA KA Program is an integrated marketing activity aimed at making “Listahan” members of the DSWD, informed and empowered of their PhilHealth coverage, benefits and other public programs of the Department of Health (DOH).
From the Thirty-Five (35) Barangays of the City of San Fernando, Pampanga, One Thousand Five Hundred (1,500) selected “Listahan” members came and participated in the kick-off ceremony.
One of the highlights of the activity was the live feed of the lead event taking place at the Quezon Memorial Circle in Quezon City for the National Capital Region where His Excellency President Benigno S. Aquino delivered his message to the indigent beneficiaries.
Dir. Abraham A. Pascua, Ph. D., CESO III, concurrent Assistant Regional Director represented DILG R3 during the signing of commitment by the various National Government Agencies (NGAs) and other stakeholders.
The activity was graced by the Provincial Governor of Pampanga, Hon. Lilia Pineda together with several Mayors and Board Members of the province.
During the activity, DILG R3 distributed more than One Thousand Six Hundred (1,600) copies of the “Pampamilyang Gabay sa Panahon ng Kalamidad” or “Gabay”, one of the main information materials of the Department on disaster preparedness.
DILG Region 3 awards Plaque of Recognition to BPSU

DILG R.O. 3 awarded a Plaque of Recognition to Bataan Peninsula State University for the successful implementation of the “Alliance on the Streamlining the electronic Business Permit and Licensing System (eBPLS) in Central Luzon Project”. The State University was able to customize the eBPLS of DILG for the Municipal Government of Limay, Bataan, thus, paving the way for the LGU to utilize the system resulting to a more efficient and effective governance and management.
The award was given on March 12, 2014 at the BPSU by CDD Chief Martin Porres B. Moral in behalf of RD Florida M. Dijan and received by Dr. Gregorio J. Rodis, Vice-President for Administration and Finance and Dr. Teresita R. Castillo, Vice President for Academic and Student Affairs in behalf of Dr. Delfin O. Magpantay, President.
The implementation of the Alliance on the Streamlining the eBPLS and for the LGUs in Central Luzon is an initiative of the DILGR3 Regional Management to support national government’s efforts in the pursuit of excellence in local governance. This is in accordance with the thrust of the national government to curb red tape in the bureaucracy and rid the systems of delays and unwarranted requirements. To realize the attainment of more business-friendly local government units, an innovative approach was employed – forging public-private alliance.
The DILG’s partnership with Bataan Peninsula State University and the Bataan Chamber of Commerce and Industry has paved the way for the successful customization of the generic eBPLS software of the Department for the pilot recipient municipality of Limay, Bataan.
According to the LGU Officials, the municipality has benefited from the system through the improved and efficient collection of business taxes that resulted to an increased income.
With this milestone, the Department is planning to showcase the LGU as “learning center” for replication of other LGU’s in the Province.
