    In line with the continuous advocacy on accountable, transparent, participative and effective Local Governance at the local levels for the vision of every Filipino for improved quality of life, DILG Regional Office III, in partnership with various NGAs & local leagues, conducted an Orientation on Local Governance which covers a capability-building program for the new set of local officials on July 8-26, 2013 at Subic International Hotel, Olongapo City.  The program aims to equip the newly – elected Local Officials to include first termers City/Municipal Vice-Mayors and first termers SangguniangPanglungsod/Pambayan with the necessary knowledge and attitude to effectively and efficiently manage their respective localities during their first term of office redirecting their individual potential strengths towards genuine public service.


   The orientation, participated in by a total of 584 participants composed of City/Municipal Vice-Mayors, SP/SB Member, LNB Presidents, SK President, SB Secretaries and other LGU Representatives,  was conducted in four (4) batches.  

   The activity served as a venue for local officials to be oriented on the Laws and Issuances Affecting Local Legislation that will aid in the formulation of their legislative proposals and provided an opportunity to establish linkage between the LGUs and National Government Agencies.  Resource persons from partner agencies were invited to share their expertise on the topics that will guide the local officials in the performance of their duties.                                                                   


   RD Florida Dijan presented an orientation on local governance which highlighted the DILG’s Indicative Conceptual Framework.  She further pointed out the positive results of the Department’s programs/projects by showing the numerous awards received by the LGUs from Central Luzon.  She also emphasized the important role of the Sangguniang Bayan/Panlalawigan Members as active legislators in the local level.


   The activity reached its zenith when the participants signified their support by taking their oaths and signing the Pledge of Commitment in pursuing the shared vision of improving the quality of life of every Filipinos through people empowerment and strengthening partnership with various stakeholders in order to attain inclusive and sustained growth and poverty reduction.
