Isinagawa ngayong araw, ika-22 ng Mayo, 2024 ang Table Validation ng Local Council on Anti-Trafficking and Violence Against Women and their Children Functionality Assessment sa panlalawigang tanggapan ng Kagawaran ng Interyor at Pamahalaang Lokal sa Lungsod ng Tarlac. Layunin ng aktibidad na ito na tiyaking patuloy na nagagampanan ng mga lokal na pamahalaan sa buong lalawigan ang kanilang tungkulin na protektahan ang mga komunidad laban sa pagsasamantala sa mga pinaka-bulnerableng sektor ng lipunan.

Pinangunahan ng Provincial Inter-agency Monitoring Team (PIMT) ang pagsusuri. Kabilang sa mga lumahok ay sina Armi V. Bactad, CESO V na kinakatawan ni LGOO VI Henrielle Justeene A. Tuliao, Ma. Elena L. Jalos ng Provincial Social Welfare and Development Office, Atty. Cristina S. Lenon ng Department of Justice na kinakatawan Ms. Mary Jane O. Manaloto, Dr. Jeanette A. Lazatin mula sa Provincial Health Office, PCol. Miguel M. Guzman ng Tarlac Police Provincial Office na kinakatawan ni PLT. Edelaida C. Capili, Gng. Amelia Tuquero ng Rehoboth Children's Home, Inc, LGOO VI Maricar Janice C. Perez, LGOO II Jake Elridge D. Barbaso, at PEO I John Harold David.

Sa kabuuan, ang aktibidad na ito ay bahagi ng patuloy na pagsusumikap ng Lalawigan ng Tarlac upang mapanatili ang kaligtasan at kapakanan ng bawat mamamayan, lalo na ang mga kababaihan at kabataan na madalas nagiging biktima ng pang-aabuso at human trafficking. Patuloy ang pagsusumikap ng PIMT sa pakikipagtulungan sa iba’t ibang ahensya upang magtagumpay sa adhikaing ito.

On June 20, 2024, the groundbreaking ceremony for Bale Lugud took place at the Col. Jesus Lapuz Complex Compound - an event marked by the collective efforts of Sen. Joel Villanueva and Concepcion, Tarlac’s local officials through the leadership of Mayor Noel Villanueva. Bale Lugud, a project that translates the locality’s LOVE for its people, aims to provide support and care for abused women and children, abandoned elderly (Bahay Kalinga) and people in recovery (Balay Silangan), funded by the General Appropriations Act for FY 2024.

The event began with a blessing by Rev. Fr. Gilbert Vidanes, followed by the presence of esteemed guests, including Vice Governor Carlito David, Board Members Dan David and Henry Cruz, and representatives from various National Government Agencies. Additionally, LGU Department Heads, LnB President Edward Christopher Suarez, and various Punong Barangays attended the ceremony.

DILG Tarlac Provincial Director Armi V. Bactad, CESO V and DILG Concepcion MLGOO Rowena Angeles also graced the event. In her brief yet impactful message, PD Bactad commended LGU Concepcion for its exceptional performance in the POC, ADAC, and Child-Friendly Audit. More importantly, she imparted that the structure shall symbolize their local officials’ love and care for Concepcion’s constituents and the entire Province of Tarlac.

On the other hand, Mayor Villanueva expressed his pride and gratitude in his speech. He highlighted Bale Lugud and the new Concepcion Government Center as milestones demonstrating the positive trajectory of his first term as a Local Chief Executive. He extended his heartfelt gratitude to Sen. Villanueva, and all the dignitaries who attended the significant event.

Bale Lugud indeed signifies a substantial step forward in providing comprehensive care and support to vulnerable communities, underscoring the commitment of the Municipality of Concepcion and its partners to social welfare and development, and bounded by love and care.

The DILG Tarlac Provincial Office successfully held its Provincial Team Conference for the month on June 19, 2024 at DILG Tarlac Provincial Office, with the entire DILG Tarlac team in attendance.

The conference provided a platform for the various sections of DILG Tarlac to present the status of their reports. These sections included the Capability Development Section, Monitoring and Evaluation Section, and Finance and Administrative Section. As always, DILG Tarlac demonstrated its commitment to excellence, with each section showcasing remarkable progress and accomplishments.

Provincial Director Armi V. Bactad, CESO V addressed the team, expressing her heartfelt gratitude for their unwavering dedication and hard work. "Despite the numerous challenges we face, the team continues to deliver outstanding results. I am deeply grateful for everyone's efforts and commitment," she said.

The Provincial Team Conference underscored the collaborative spirit and resilience of the DILG Tarlac team, reinforcing their collective mission to serve and uplift the Tarlaqueño community.

Nitong ika-19 ng Hunyo, pinasinayaan ang proyekto sa ilalim ng FY 2023 Seal of Good Local Governance - Incentive Fund (SGLG-IF) ng lokal na pamahalaan ng Ramos, kung saan inilunsad ang bagong Multipurpose Patrol Vehicle (MPV) na magbibigay serbisyo sa 22,813 na mga residente ng bayan. Ang proyektong ito ay naglalayong mapabuti ang kapayapaan at kaayusan sa komunidad, lalo na sa mabilis na pagtugon sa mga pangangailangan ng mga mamamayan.

Ang bagong MPV, na may kabuuang halaga na P1,760,000.00, ay isang mahalagang karagdagan sa mga kagamitan ng lokal na pamahalaan upang masigurong ligtas at maayos ang mga barangay sa Ramos. Ang patrol vehicle ay inaasahang magpapabilis sa mga operasyon ng lokal na pamahalaan at magpapalakas sa kanilang presensya sa komunidad, na magdudulot ng mas mataas na antas ng seguridad para sa lahat ng residente.

Dinaluhan ang inagurasyon ng DILG Tarlac sa pangunguna ni Provincial Director Armi V. Bactad, CESO V kasama si Cluster Team Leader Dennis A. Daquiz, mga tauhan ng DILG Central Luzon, at ng lokal na pamahalaan ng Ramos sa pangunguna ni Mayor Celso L. Banag. Ang seremonya ay isang simbolo ng patuloy na pakikipagtulungan ng mga ahensya ng gobyerno upang itaguyod ang kapakanan at kaunlaran ng kanilang mga nasasakupan. Sa ganitong paraan, ipinapakita ng DILG Tarlac at ng lokal na pamahalaan ng Ramos ang kanilang dedikasyon sa pagbibigay ng dekalidad na serbisyo publiko para sa kapakinabangan ng buong komunidad.

Tarlac City, Tarlac | The 2nd Quarter Joint Provincial Development Council (PDC), Provincial Disaster and Risk Reduction Management Council (PDRRMC), Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) Meeting led by Governor Susan A. Yap was successfully conducted on June 7, 2024, at the Tarlac Capitol Center Roofdeck Hall 1, San Roque, Tarlac City. Local leaders, government officials, and representatives from various sectors came together to discuss issues related to development, and the safety, peace, and order of our communities.

The presentation began with updates from the Provincial Development Council, highlighting initiatives that promote sustainable progress such. Current status on disaster and risk reduction were also discussed, prioritizing efforts on the rainy season. Peace and order in the Province were alao discussed by the Tarlac Police Provincial Office (TPPO), wherein they outlined the Crime Incidents for the quarter as well as the initiatives to ensure peace throughout Tarlac. Meanwhile, the Philippine Drug Enforcement Agency (PDEA) Tarlac also discussed their intensified focus on the Barangay Drug Clearing Program and their accomplishments in curbing the spread of illegal drugs.

In addition, the 3rd Mechanized Infantry Battalion and the 71ST Infantry Battalion provided updates on peace to ensure the continuity of efforts to monitor former rebels to prevent them from turning against the government. Likewise, DILG Tarlac also shared the results of audits conducted in the past months, wherein all Local Government Units (LGUs) in the province achieved High Functional and High Performing results in the 2024 Anti-Drug Abuse Council (ADAC) Functionality Initial Audit and 2024 Peace and Order Council (POC) Functionality Initial Audit, respectively. Updates on the Seal of Good Local Governance (SGLG), 2024 Lupong Tagapamayapa Incentive Awards (LTIA), 2024-2025 Support to Barangay Development Program (SBDP), 2024 Retooled Community Support Program (RCSP), and 2024 Capacitating Urban Communities for Peace and Development (CUCPD) Program were also included, ensuring that all sectors are prioritized.

Under the leadership of Governor Yap, the discussions on the necessary steps to maintain peace and order in the Province were productive. This is a proof that through unity and cooperation of all sectors, we can maintain order and devise strategies wherein no one will be left behind.
