l30City Mayor Edgardo Pamintuan, in his message during the Seminar Training on Strengthening the Katarungang Pambarangay (KP) last April 26-27, 2012, has recognized the importance of KP as one of the most valuable mechanisms available in administering justice, advancing human rights protection, resolving and mediating conflict at the barangay level.

As manifestation of the LCE’s support, every year, the city government allocates funds for KP.  City Vice Mayor Vicky Vega-Cabigting also promised to provide KP books and uniforms to Lupon Members. 
 
As stated in the Republic Act 7160 otherwise known as the 1991 Local Government Code, particularly Section 421, the city and municipal mayors are mandated to oversee the efficient and effective implementation and administration of KP.  The DILG City Office ensures the LGUs’ compliance to this section.

 
City Prosecutor Oliver Garcia discussed the Process and Laws covered by KP.  He also explained the different legal terms used in KP and tips and strategies in handling disputes.  On the other hand, City Director Myrvi A. Fabia discussed the benefits of KP and the guidelines in LTIA. She disclosed her dream that one day Angeles City will bag the LTIA national award.

Atty. Pioquinta Quindara, Chief Personnel DILG, Central Office, discussed the Judicial Aspect of KP.  One of her methodologies is role playing. She grouped them into three namely, the mediation group, conciliation group and repudiation group. Before the end of the program an open forum was held participated in by 130 participants consisting of Punong Barangays, Barangay Secretaries, Barangay Treasurers and Lupon members.

The Municipality of Castillejos recently conducted a Launching Ceremony for the Repair/Rehabilitation of various school buildings amounting to P2.8 Million last May 2, 2012 at Central Elementary School, Castillejos, Zambales.  This is in line with the Department’s commitment of forging support with local government units to promote good governance under the Local Government Support Fund (LGSF). The amount of P800,000.00 was given as a cash incentive to the said municipality being a recipient of the Seal of Good Housekeeping Award,  in addition to the P2M from the 20% Development Fund.

The ceremony was graced by the municipal local officials headed by Mayor Jose Angelo M. Dominguez along with SB Members, MPDC  Enrique C. Clarin, School Principals, PTA Members and Punong Barangays. LGOO VI Rolando D. Ocampo, South Cluster Team Leader / concurrent MLGOO together with MLGOOs Rosalinda T. Sarmiento and Deborah A. Mangayan from neighboring Municipalities of Subic and San Marcelino respectively were also present to witness the occasion.

In his message, Mayor Dominguez emphasized his battle cry “Kayang Kaya Basta’tSamaSama” in which everyone should have a part in the development efforts of the local government unit. Also, LGOO VI Ocampo congratulated the officials of Castillejos for being the first to conduct a launching ceremony in the Province of Zambales.

The activity was concluded by Hon. Voltaire Avera, SB Chairman on Education and said that he will continue to support the program of Mayor Dominguez especially in the education sector.l29

 

 

 

DILG Secretary Hon. Jesse M. Robredo was the guest of honor and speaker during the conduct of the Global Migration Campaign 2012 on May 1, 2012 at Aquino Center, Luisita Industrial Park, Tarlac City. 

The activity, with the theme “Awareness, Action and Achievement” was aimed to free Tarlac of migrant-related crimes such as illegal recruitment and women trafficking, among others.  Also, one of the objectives of the activity is to educate and help people understand the available services being offered by the government with regard to this campaign.

Among the presenters during the activity were representatives from the POEA, DFA, OWWA, Cong. Susan Yap and Jovel Milan form the religious sector.  The campaign was highlighted by a Memorandum of Agreement Signing on the convergence and collaboration to end migration relative crimes.
