   DILG Nueva Ecija Family once again showcased its absolute support to environmental programs and green initiatives through the recently held KBP Oplan BroadcasTreeing 2012, a national tree-planting activity simultaneously held by province, in a corroborative effort with the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) and the Department of Environment and Natural Resources (DENR).

    The tree-planting was participated by 1,126 people from the government and non-government organizations, private sectors including schools and KBP Nueva Ecija Chapter members 101.5 Big Sound-FM, 1188 DZXO-AM, DWJJ and DWNE was undertaken on October 13, 2012 in Sitio Bacao, Barangay Doña Josefa, Palayan City, Nueva Ecija and came up with 2,500 seedlings planted in a 20-heactare National Greening Program (NGP) site in the city.

   On its first year of observance in 2011, Nueva Ecija Chapter came out No. 1 for the number of trees planted and number of participants, which recorded 11,000 seedlings planted.

   DILG Provincial Director/concurrent Assistant Regional Director (R3) Abraham A. Pascua headed the DILG team, who, in his message during the short ceremonial program prior the tree-planting activity, said that Oplan BroadcasTreeing was the legacy of the late Secretary Jessie Robredo who actually helped conceptualize the project with the KBP in line with President Benigno S. Aquino III’s NGP. Nueva Ecija Police Provincial Office (NEPPO) Provincial Director Sr. Supt. Walter Castillejos also joined the activity together with Philippine Army’s 7th Infrantry Division, the City Environment and Natural Resources Office (CENRO) represented by the office head Samuel Danganan and the LGU of Palayan City.

   Other participants were the Rotary Club of Cabanatuan (Mother Club), Rotary Club of Cabanatuan East, Rotary Club of Peñaranda, Rotary Club of Gapan, College of the Immaculate Concepcion High School Class ’80, Life Box Cabanatuan, Knights of Columbus Council 6000, Columbian Squires Padre Crisostomo Circle 2047, Community College of the Philippines Foundation, AIE Cabanatuan, AIE Gapan, Good Samaritan Colleges, First Asian International Systems College, Skolar Ni Kuya, the Army’s 702nd Infantry Brigade, Sangguniang Kabataan of San Isidro; Midway Maritime Foundation, Global Kids Montessori, Tue North Builders and TLC Care Centers.

   KBP Nueva Ecija Chapter Chairperson Ms. Joy Galvez-Dominado expressed her appreciation for the all-out support from the participating agencies, saying that KBP NE is now challenged in terms of sustainability of the growth progress of the seedlings thus the Kapisanan committed to nurture them.

   The tree-planting was completed at around 11:00 AM.

   “Ano’ng ginagawa mo para sa Bayan?”—this is the opening spiel of “Magtulungan Tayo”, a gender-responsive public affairs radio program under the Office of the Provincial Governor that promotes gender equality for happy family and safe community, showcasing the dictum: Respeto at Bayanihan sa Nueva Ecija, aired live over DWNE 900 kHz every Friday, 8:00-10:00 AM.

    Kapihan sa Plaza Leticia went live on air on August 10, 2012 sponsored by Ms. Leticia Sy Uy of NE Group of Companies, as a special edition of Magtulungan Tayo, which featured the Assessment on the Effects of Southwest Monsoon Rains (Habagat) and typhoon “Gener”, guesting the National Food Authority (NFA), Department of Education (DepEd), Department of Environment and Natural Resources (DENR), various departments of the Provincial Government of Nueva Ecija and the Department of the Interior and Local Government (DILG)). Freshest and most accurate monitoring reports were extracted from the representatives of each guest agency through dynamic discussions revved up by the program hosts Ms. Sonia Capio and Mr. Jun Garcia.

   DILG Nueva Ecija Provincial Director Dr. Abraham A. Pascua, in his concurrent capacity as the Assistant Regional Director and being the co-chairman of Nueva Ecija Provincial Disaster Risk Reduction and Management Council (PDRRMC), gave his comprehensive assessment of the latest situation in the province and even in the neighboring provinces, commending all Novo Ecijanos for showing their remarkable spirits in the midst of trials and confusion brought by disaster risks, who, with “Magtulungan Tayo”, he called “MGA BAYANING ISINILANG NG KALAMIDAD”.

    The scope of interventions of the concerned agencies was among those elaborately tackled, from  suspension of school classes and government work to validation of damages that disasters bring forth, informing the listeners of how National Government Agencies and Local Government Units as major stakeholders function in symmetry at times of disasters.

    Kapihan sa Plaza Leticia wrapped up with words of hope, for better disaster resiliency not only for Nueva Ecija but for the rest of the world.

   The Philippine Chamber of Commerce and Industry [PCCI], the biggest agrupation of business organizations in the country has named the province of Tarlac as winner in their nationwide search for the Most Business Friendly LGU [Local Government Unit].

   Credited for the province’s landmark programs and projects for economic development, Tarlac bested the provinces of Cebu, Pangasinan, Ilocos Norte, South Cotabato and La Union in the final screening for the coveted award.

   The awarding ceremony held on October 11 at the Manila Hotel was the highlight for the 38th Philippine Business Conference-Exposition with President Benigno Aquino III leading in the conferment of the awards. Tarlac Governor Victor Yap accepted the award for the province.

   In a statement, Yap thanked the PCCI and credited the people of the province of Tarlac for the award.

   “I am overwhelmed by this award. We only achieved this because of the cooperation and dedication of all Tarlaquenos,” Yap said.

   PCCI-Tarlac Chapter, under the guidance of its President Carolina Co-Uy, on the other hand, was named Most Outstanding Chamber in Central Luzon.

   The PCCI has, for the last 10 years, undergone a search to recognize cities, municipalities and provinces that established efforts for investments in their respective areas.

   PCCI based the award on five criteria which are trade, investments, and tourism promotions; public-private sector partnership; micro, small and medium enterprises [MSME] development; quality management system, innovations, and human resources development; and inter-local government relations.

   Tarlac, since Yap’s assumption to in 2007, has instituted programs and projects such as the “Four First”, “Natural Tarlac” and the Pagsasanay na Pangkabuhayan, to mention just a few, aimed mainly to uplift the lives of Tarlaquenos and develop the economic situation of the province.

   Just recently, Yap and the province of Tarlac were named as regional winners for the Department of the Interior and Local Government’s [DILG] Pamana ng Lahi Awards.

   “The pouring of awards for the province is a testament that we all are following the president’s path for righteousness…this is our way of following the daang matuwid,” Yap pointed-out adding that his administration will all-the-more strive to better serve the people of Tarlac.

   The City Government of Angeles received six prestigious awards on transparency and good governance from Secretary Manuel ‘Mar’ Roxas of the Department of Interior and Local Government (DILG) in ceremonies held Thursday at the Oxford Hotel, Clark Freeport Zone.

   These are the very prestigious Gawad Pamana ng Lahi Award – Highly Urbanized City category, the Local Governance Performance Management System (LGPMS) Plaque of Recognition - Top 10 for two years in a row and the Seal of Good Housekeeping (SGH). 
 
   This city was also awarded three additional certificates of recognition on performance areas of social governance, valuing fundamentals of good governance and administrative governance.

   “The awards are a source of pride and inspiration for Angelenos, coming after more than a decade of lagging behind other LGUs and cities, which zoomed past us in terms of development, governance and delivery of basic services. Since the revival of the LGPMS awards and other citations from the DILG to local governments that perform well, I believe that we have elevated to several notches higher the quality of governance and services by our local governments.  I think every LGU is now somehow coveting the recognition of their efforts.  These awards are certainly great morale boosters,” City Mayor Ed Pamintuan said.

   In his speech, Roxas lauded all awardees particularly local government unit (LGU) executives and barangay officials.  He said that he will continue supporting the initiatives on good governance started by the late DILG Secretary Jesse Robredo.
 
   Angeles City joined the list of the Top 13 provincial, city and municipal governments that gained the highest scores for 2011 in the DILG-administered LGPMS, which is being done annually.

   The Department of the Interior and Local Government Province of Pampanga has launched the maiden issue of its official publication dubbed as “ASLAG” on October 2, 2012 at the DILG Provincial Office, St. Catherine Building, City of San Fernando, Pampanga.

   According to DILG Pampanga Provincial Director Angelina Blanco, “ASLAG”, which is a Kapampangan term for light, connotes DILG’s sincerest objective to enlighten people of the various programs, plans, activities and other pertinent information that the agency is currently undertaking.  “The said initiative is actually in keeping with the people’s right to information which is enshrined in no less than our Constitution”, she said.  PD Blanco likewise appreciated the provincial staff and MLGOOs of the province for their efforts and contributions which made the release of “ASLAG” possible.  

   The said publication which highlights the different activities of DILG Pampanga in line with the Department’s program thrusts will be released quarterly.    

   DILG-3 Assistant Regional Director Abraham A. Pascua graced the said event and congratulated DILG Pampanga Team for coming up with such an important advocacy strategy.  “Napakaraming programa ng DILG na dapat ipagbigay alam sa ating mga mamamayan, at ito ay isang epektibong stratehiya upang ipaabot sa lahat ang ating ginagawa sa DILG”, he said.  

   On the other hand, Fr. Homer Policarpio, in his homily shared the acronym he made for “ASLAG” i.e. A for Angels, S for Sincerity, L for Lowliness, A for Appreciation and G for Guidance.  He mentioned that as public servants everyone shall have the character of an angel, possess sincerity in doing everyday tasks, observe lowliness and humility, learn to appreciate good deeds of other co-government workers and always seek guidance from the Almighty.  “This is social network accountability so we need God’s guidance”, he stated.  

   The activity, which was attended by Pampanga Provincial/Field officers and staff, DILG Regional Office personnel, representatives of Local Government Units, National Government Agencies and media coincided with the birthday celebration of PD Blanco.
