Baguio City, Philippines – the Provincial Peace and Order Council (PPOC) of the Province of Tarlac through the Department of the Interior and Local Government (DILG) organized the Orientation/Briefing cum Seminar Workshop for the People's Law Enforcement Boards (PLEBs) of the province on July 5-7.
The event aimed to enhance the capacities, knowledge and attitude of PLEB members in handling citizens' complaints; acquire an in depth analysis and evaluation of strengths and weaknesses in the performance of their mandated roles and responsibilities; enhance competence in investigation, decision making and records/case management; and grasp clear understanding on ethical etandards of a public official.
Tarlac Governor Susan Yap lauded DILG Tarlac and the PPOC for their effort in bringing on the spotlight to one of the important aspects of peace and order today, which is to ensure the integrity and credibility of our peacekeepers – the police.
DILG Provincial Director Belina Herman thanked all the attendees from participating municipalities and stressed the importance of the PLEB as one of the mandated local special bodies in the Local Government Code.
No less than Atty. Manuel Pontanal of the National Police Commission (NAPOLCOM) Region 3, who is also the Chairperson of the Regional Appellate Board (RAB) commenced the three-day discussion zeroing in on the process and fundamentals of the PLEB.
OIC Assistant Regional Director Bernardina Joven also discussed the technicalities of decision writing while Atty. Arlene Castro-Co provided a glimpse on case and record management.
The PLEB is composed of a Sangguniang Bayan Member chosen by his/her colleagues; a punong barangay of the LGU concerned chosen by the Liga ng mga Barangay; three (3) other members chosen by the city/municipal peace and order council from among the respected members of the community known for their probity and integrity, one (1) of whom must be a woman and another, a member of the Bar, or in the absence thereof, a college graduate, or, the principal of the central elementary school in the locality; chief of Police or his/her representatives; and the local DILG officer.
