Php1.2M worth of financial assistance from the Department of the Interior and Local Government (DILG) under the Enhanced Comprehensive Local Integration Progpram (ECLIP) was awarded to a Former Rebel on September 7, 2023, at the Provincial Capitol Bldg., Baler, Aurora.
The package of assistance was given for the remuneration of the firearms surrendered by the FR.
Representing Governor Christian M. Noveras was Provincial Administrator Arnold B. Novicio, while DILG R3 Regional Director Atty. Anthony C. Nuyda was represented by LGOO VII Lerrie S. Hernandez, Local Government - Monitoring and Evaluation Division Chief. Also present during the awarding of check were LGOO VII Ariel G. Espinosa, CTL; LGOO VI Mary Joyce T. Bautista, PM; LGOO V Fatima S. Lalu and LGOO VI Florenz Zaira B. Buenconcejo, MLGOO of Casiguran and ECLIP Provincial Focal Person. Likewise, other member agencies/office of the Provincial ECLIP Committee namely: LTC Julito B Recto Jr, Commanding Officer of 91st IB, Philippine Army; PCpt. Rafael Abuan Jr. of PNP, Ms. Camay Joy D. Bernardo of PSWDO, and Pastor Noel Bornales of ACS stood as witness.
During the awarding ceremony, Ms. Hernandez commended the ECLIP Committee on their efforts to facilitate the ECLIP financial assistance. She also thanked the former rebel in trusting the government, returning to the folds of law and for voluntarily abandoning the armed struggle and insurgency.
ECLIP aims to provide financial and livelihood assistance, as well as other forms of support to FRs. The program also endeavors to facilitate the reintegration of FRs into mainstream society, helping them transition to civilian life, and assisting them in building sustainable livelihoods. It is part of the government's efforts to promote peace and address the root causes of conflict in the Philippines by providing a viable alternative for former rebels.
