As a result of the recently concluded 2022 Barangay Environmental Compliance Audit (BECA) Provincial Assessment, the following barangays were hailed as the top performers in the Province of Bulacan: Brgy. Gaya-Gaya, CSJDM (1st Place-City Category); Brgy. Pinagbarilan, Baliwag (1st Place-Municipal Category); Brgy. Poblacion, Pulilan (2nd Place-Municipal Category); and Brgy. Pansumaloc, San Rafael (3rd Place-Municipal Category).
As the best performers, both Brgy. Gaya-Gaya, CSJDM and Brgy. Pinagbarilan, Baliwag shall receive PHP 25,000.00 as a cash incentive to fund their proposed environmental projects.
The top performers for the Provincial Assessment were determined based on the following criteria: Existence and functionality of the Barangay Solid Waste Management Committee (BESWC), Existence of the Barangay Solid Waste Management Action Plan/Program, Existence and implementation of an Ordinance on "No Segregation, No Collection", Existence and implementation of Ordinances on "No Littering, Illegal Dumping, and Open Burning", Percentage of Households that Practice Segregation, Existence of an Enforcement Team for Solid Waste Management, and Functional Barangay Materials Recovery Facility (MRF).
The city, municipal and provincial assessments were conducted from August to September 2022 and covered a total of 569 barangays in the Province of Bulacan. The passing rate is 70% and above.
The Provincial Assessment Committee (PAC), headed by DILG Bulacan Provincial Director Myrvi Apostol-Fabia, CESO V, was composed of representatives from the Provincial Government of Bulacan-Bulacan Environment and Natural Resources Office (BENRO), Department of Environment and Natural Resources (DENR)-Bulacan, and Philippine Information Agency (PIA)-Bulacan.
The BECA is an annual assessment spearheaded by the DILG Region III wherein it aims to measure the level of compliance of all barangays in Region III with regard to the implementation of R.A. No. 9003 or the Ecological Solid Waste Management Act of 2000.
