The Provincial Government of Nueva Ecija (PGNE), its five (5) cities and 27 municipalities are all set to undergo the Regional Assessment this April 2022 for the first full-blown implementation of the Republic Act No. 11292 or the Seal of Good Local Governance (SGLG) Act of 2019.
The SGLG maintains the "All-in" principle where an LGU must pass ten governance areas including financial administration and sustainability; disaster preparedness; social protection and sensitivity; health compliance and responsiveness; sustainable education; business-friendliness and competitiveness; safety, peace and order; environmental management; tourism, heritage development, culture and arts; and youth development. For provinces to qualify, at least ten percent (10%) of its component cities and component municipalities must also be SGLG passers.
Regional Assessment Teams (RATs) led by LGOO VII Lerrie S. Hernandez, MED Chief, CAO Anita W. Adriano, FAD, LGOO VI Aldwin B. Reyes, Assistant MED Chief, LGOO VII Dennis A. Daquiz, Cluster Head, DILG Aurora and LGOO VII Fortunato M. Abraham III, Cluster Head, DILG Tarlac together with documenters LGOO V Rossella P. Edillon, LGOO V Mark Jester M. Alejo, LGOO V Cherina Quiñones, LGOO V Fatima S. Lalu and partner CSOs are assigned in the province to conduct documentary review, onsite inspection and interviews of the LGU functionaries to check their compliance and performance across the ten governance areas.
As of April 20, 2022, 17 LGUs, including the PGNE were initially assessed by the RAT. The remaining NE LGUs are scheduled for the regional validation until the end of the month.
